Today we live our daily lives in the multicultural and global environment. The school education is faced with the need to be newly formed to the global citizenship in keeping with multicultural and global age. If we are able to foster the global citizenship, we can escape from the phases of conflict and dispute happening from ethnic and racial backgrounds. Furthermore, we can accomplish the multicultural global civil society that the life of symbiosis and coexistence can be guaranteed. Keeping in mind the advent of the global society, it is necessary to pay attention to the development and extension of a cosmopolitan competence or an intercultural competence. Especially these competences will be the key challenges of school civic education in the coming 21st century society. In this sense, the citizenship concept of the nation-state dimension is replaced by the global citizenship concept by fostering global mind and global consciousness. In this paper, first of all, I am trying to look for the actual conditions of the current social studies education of the secondary school in terms of curriculum and textbook, and teacher, and reveal the limits of civic education in the school arena. Subsequently, I am trying to deal with the possibility of global civil society by focusing on the problem of ‘otherness’ in the advent of the postmodern era. Finally, I would like to argue that the multicultural world citizenship will be the possibility of the practical guidelines of social studies education in the school arena.

오늘 우리는 다문화, 세계화 환경을 배경으로 일상적 삶을 영위한다. 세계화의 도래상황에서 학교교육은 다문화적 환경에 적합한 세계시민의 육성이 시대적 과제로 등장한다. 세계시민이 육성될 때 인종, 민족 등에서 비롯된 갈등과 분쟁에서 벗어나 공존·공생의 다문화 세계시민사회에 이를 수 있기 때문이다. 지구촌 사회의 도래를 염두에 둘 때 세계시민의 자질과 문화 간 대화능력은 세계시민사회 실현에 핵심내용이 될 것이며, 동시에 그것은 21세기 학교 시민교육이 지향해야 할 핵심주제가 될 것이다. 이런 점에서 현행 사회과교육의 과제는 국민국가 차원의 시민성에서 벗어나 다문화 생태계를 반영한 세계시민의 육성여부에 달린 문제로 볼 수 있다. 이 논문에서는 먼저, 현행 중등학교 사회과교육에 나타난 교육과정과 교과서, 그리고 교사를 중심으로 시민교육의 현장실태를 분석하여 학교교육이 당면한 시민교육의 한계를 지적할 것이며, 이어서, 탈근대성에 따른 타자등장과 타자발견이 세계시민사회에 미칠 수 있는 영향을 시민교육의 측면에서 논의할 것이며, 마지막으로, 다문화 세계시민 육성을 위한 사회과교육의 과제를 제안하여 사회과교육의 현실적합성을 제고하고자 한다.
