Putin won in the presidential election in 2012, which opened New Putin era in Russia. Although Putin government reappeared based on stable support from national people, there has been criticism from inside and outside Russia-Putin government was criticized as dictatorship government and oligarchic government. But Putin government has a national goal of ‘construction of big power Russia’ and tries to achieve this through high economic growth and development. In the center of Putin’s development strategy are abundant energy in Russia and Siberia. Putin strives not only to bring domestic economic development but also to recover national status and power which were fallen in foreign countries based on abundant energy. Especially, Putin government is shifting their development direction towards the North and East Asia areas where nations fall behind comparatively than European countries and Russia. Russia wants to be an important hub in the areas by actively developing the Far East and Siberia. There are South Korea and Japan that have grown as global industrial nations, China which is emerging industrial nation called as factory of the world. They all are nations to consume immense energy. This makes a nation consider new variable of energy as well as existing composition of diplomatic security-balance in power in the North and East Asia. The concept of energy security is being introduced in order of the North and East Asia. In its center, importance of Far east Siberia as energy supply source is increasing continuously. Furthermore, international situation becomes more complicated by varied variables such as march eastward of Russian energy network, emerging China, nuclear plant accident in Japan, and even nuclear problem of North Korea. The purpose of this study is to approach energy security newly raised in the North and East Asia with new vision by investigating energy business in Far East of Russia surrounding Korean peninsula. And existing gas and oil pipeline business between South Korea, North Korea, and Russia is analyzed. Through this, this study explores a method for new energy security cooperation in the North and East Asia.

2012년 대선을 통한 푸틴의 집권 성공으로 러시아의 신푸틴시대로 이행하였다. 국민들의 안정적인 지지를 바탕으로 다시 등장한 푸틴정 부는 독재정권, 과두정부와 같은 국내외의 비난 에도 불구하고 러시아의 ‘강대국 러시아 건설’ 을 국정목표로 삼고, 높은 경제성장과 발전을 통해 이를 달성하려고 하고 있다. 푸틴의 발전 전략의 중심에는 풍부한 러시아와 시베리아의 에너지가 있다. 푸틴은 풍부한 에너지를 기반으 로 국내경제발전은 물론 대외적으로 추락한 국 가의 위신과 세력회복을 위해 노력하고 있다. 특히 푸틴정부는 발전된 유럽․러시아보다 상 대적으로 낙후된 동북아 지역으로 그 발전방향 을 이동시키고 있고, 극동과 시베리아를 적극적 으로 개발함으로써 이 지역에 중요한 한 축으로 자리 잡기를 원하고 있다. 세계적인 공업국으로 성장한 대한민국과 일본, 세계 공장을 자처하는 신흥공업국 중국은 막대한 에너지를 소비하는 국가들이다. 동북아 세력균형이라는 종래의 외 교안보 구도에 에너지라는 새로운 변수를 고려 하지 않을 수 없게 만들고 있다. 에너지안보라 는 개념이 새롭게 동북아질서에 투입되고 있다. 그 중심에 에너지 공급국으로 러시아 극동 시베 리아의 중요성이 나날이 증대되고 있다. 게다가 국제적인 여건은 러시아 에너지망의 동진, 중국 의 부상, 일본의 원전사고와 북핵문제까지 다양 한 변수들로 더욱 복잡해지고 있다. 이 연구는 한반도를 둘러싼 러시아의 극동에너지 사업을 고찰하고 이를 토대로 동북아에 새롭게 대두하 는 에너지안보에 대해 새로운 시각으로 접근하 는 데 그 목적이 있다. 또한 종래의 남․북․러 가스, 송유관 사업에 대해 분석하고 이를 통하 여 새로운 동북아 에너지 안보협력에 대해 어떤 방법이 필요한가에 대해 접근해본다.
