The human race has persistently made efforts to secure peace in the international society. As the modern concept of national sovereignty emerged with Peace of Westfalen in 1648, peace was turned from a situational concept into a group and relationship concept. In addition, two world wars and the Cold War vividly revealed confliction among humanity. Disappointment resulting from these wars gave the human kind a task to establish a peaceful international system. With the inception of the post-Cold War era and the 21st century, expectations of international peace have increased. The international society, however, has spawned various conflicts of security, human rights, religion, poverty and environment and so, in reality, the issue has grown more complicated and multidimensional. This study aims at examining how to prevent conflicts and to secure a peaceful situation with certain conditions by using international political theories. For the purpose, recognition of international peace on the basis of realism and liberalism is investigated in the second chapter. Then, based on neoliberalism, conditions for world peace and peace concepts are studied in the third chapter. The meaning of the given concepts is summed up in the conclusion. Peace theoretician and antiwar activist A. J. Muste says, “There is no way to peace.” That is to say, peace cannot be attained without efforts and perfect peace cannot exist. In the relationship of nations, peace requires active cooperation among them and should be understood as a relative concept. It is not possible for us to eliminate confliction factors entirely in the international relation. But, peace under municipal understanding through institutional cooperation will be possible.

국제사회에서 평화(Peace)를 정착시키려는 인류의 노력은 끊임없이 지속되어 왔다. 웨스트 팔렌 평화조약(1648년)으로 근대 국가주권개념 이 등장하면서 평화는 상태개념에서 집단과 관계개념으로 전이하게 되었다. 또한 두 차례의 세계전쟁과 냉전은 인류의 갈등적 행태를 여실 히 보여 주었고, 이로 인한 실망은 어떻게 하면 평화로운 국제체제를 형성할 것인가라는 과제 를 인류에게 안겨주었다. 탈냉전과 새로운 21세기가 시작되면서 국제 평화에 대한 기대는 높아 갔다. 그러나 국제사 회는 더욱 다양한 갈등 문제-안보, 인권, 종교, 빈곤, 환경 등-들을 양산하면서 복합적이며 다 차원적으로 변화하고 있는 것이 현실이다. 본 연구의 목적은 국제정치이론이 제시한 분 쟁을 방지하고 평화로운 상태가 어떠한 조건에 서 작동하는지를 살펴보고자 한다. 이를 위해 먼저, 제 2장에서는 현실주의와 자유주의를 바 탕으로 국제평화에 관한 인식을 살펴보고, 다음 으로 제 3장에서는 신자유제도주의를 바탕으로 평화적 조건을 먼저 살펴보고 평화개념에 대한 이해를 살펴보고자 한다. 결론에서는 위에서 제시한 개념적 의미들을 요약하고자 한다. 평화이론가이자 반전활동가인 무스테(A. J. Muste)는 “평화에는 길이 없다”고 말하고 있다. 즉, 평화는 결코 노력 없이는 성취될 수 없으며 완전한 평화란 존재하지 않는다는 것이다. 국가 들의 관계에서 평화는 국가들의 적극적 협력이 필요하며, 또한 상대적 관념으로 이해되어야 할 것이다. 국제관계에서 분쟁요인들을 완전히 제 거하는 것은 불가능하다. 그러나 신자유제도주의가 주장하는 제도적 협력의 공간을 통해 상호 이해적 평화는 가능할 것이다.
