For about 50 years the Korean-American union has played its part as a central axis of Korean security as well as having compelling power to maintain stability and peace and prevent the recurrence of war on the Korean peninsula. In this union, changes appeared with respect to the transfer of operational control through disputes with the public during President No's government in 2006. The main content of the dispute was that it is natural for Korea, as a country with sovereignty, to have operational control, and this may cause weakened relations in the union. Korea had operational control of the Korean army when the Korean government was founded, but after South Korea was threatened with invasion by North Korea it transferred operational command to the commander of the U.N. Army, and operational command was changed into operational control in peace and war. This study aims to identify what international and national political factors worked in the transitions of Korea's operational command by applying the 'Linked Political Theory' presented by James N. Rosenau, and the relationship between the changes in the Korean-American Union and the variables of operational control of the Korean army. In particular, Korean and American ministers of national defence who gathered to discuss the transfer on February 24, 2007 agreed to transfer operational control to the joint chief and dismantle the ROK-US combined forces command on April 17, 2012. The transfer of the Korean army's operational control was agreed to because of America's strategies in East Asia and the Pacific Ocean region(the strategic flexibility of the American army residing in Korea) and the Korean political situation at that time, but distrust of and relaxation of the Korean-American Union were the result. However, during President Lee Myong-bak's government, as the union's relations recovered reliability, public opinions on the delay of the transfer and against the dismantlement of the ROK-US combined forces command appeared again. As North Korea sank a South Korean ship and attacked Yeonpyong Island in 2010, political unstability in North-East Asia increased and Korea and the U.S.A. decided to delay the transfer at the G 20 Summit Talk until December 1, 2015. Operational control of the Korean army and relations in the union have changed according to national and international political situations. Therefore, this study analyzed what factors worked to create such changes.

50여 년간 한미동맹은 한반도에서의 안정과 평화를 유지하고 전쟁재발을 방지하기 위한 억지력 발휘뿐만 아니라 특히 한국안보의 핵심 축으로 역할을 다하여 왔다. 이러한 한미동 맹이 한국군의 전시 작전통제권 전환문제로 노무현 정부 들어 2006년에 국민적인 논의로 한미동맹관계의 변화 움직임이 나타났다. 그 논쟁의 주요 내용은 주권국가로서 자국의 전시 작전통제권 전환은 당연하다는 주장과 한미동맹 관계의 약화를 초래할 수 있다는 우려 등 남남갈등으로 나타나고 국론분열 현상을 보이기도 하였다. 한국정부 수립과 동시에 창건된 한국군의 지휘권은 한국이 보유하고 있었으나 북한의 남 침으로 국가의 존망이 걸린 한국은 유엔군사령관에게 한국군의 작전지휘권을 이양한 후 작 전통제권, 평시 작전통제권, 전시 작전통제권으로 변화되었다. 한국군의 지휘권이 변천되어 온 과정을 로즈노우(James N. Rosenau)의 ‘연계정치이론’을 적용하여 어떤 국제정치 요 인과 국내정치 요인이 작용하였으며, 그 연계성은 무엇인지를 파악하고, 나아가 한미동맹의 변화와 한국군의 작전통제권 변동요인과의 관계는 무엇인가를 알고자 하였다. 특히 2007년 2월 24일 한· 미 국방부 장관은 2012년 4월 17일 한국군의 전작권을 연합 사에서 한국합참으로 전환과 한미연합사를 해체하기로 최종 합의하였다. 이처럼 전격적으로 한국군의 전작권을 전환하기로 결정한 배경에는 미국의 동아시아·태평양 전략(주한미군의 전략적 유연성)과 한국의 국내정치 상황과 맞물려 한·미간의 이해의 일치가 합의로 나타났 지만, 한미동맹관계에서는 불신과 이완 현상을 보였다. 그러나 이명박 정부들어서 한미동맹 관계의 신뢰를 회복하면서 전작권 전환 결정 연기 및 한미연합사 해체 반대 여론이 다시 제 기되었으며, 2010년도 천안함 사태와 연평도 포격도발은 그에 따른 동북아 국제정치의 불 안정성을 한층 높이는 계기가 되어 한미는 토론토 G20 정상회의에서 전작권 전환을 2015 년 12월 1일 실시하기로 연기 결정을 하였다. 이와 같이 한국군의 전작권과 한미동맹 관계는 국내정치 사정과 국제정치 상황과 맞물리 면서 변화를 하였다. 본 논문에서 이런 변화과정을 어떤 요인이 작용하여 서로 연계하며 변 화되었는가를 연구하고자 하였다.
