School choice is closely related to widely spread disgruntlement with failing public schools in the U.S. Its adherents assume that allowing parents and students to select their schools can be a remedy for dilapidation of American education. Furthermore, they contend that it is a matter of fundamental liberty for parents and students. Nevertheless, the opponents of school choice argue that it imperils the latter by overemphasizing the former. Thus, school choice often exacerbates segregation of schools by race, gender, and ability. The main theme of this paper is school choice, which has been the topic of heated debate in the field of American education. Despite a large amount of empirical studies and philosophical discussions, educators and academicians have not been able to reach a consensus in regard to school choice. The purpose of this paper is to overcome the confusion and chaos this seemingly endless stalemate causes and to reconsider the significance of school choice by doing the following things. First, I will define the notion of school choice, and delineate its various forms. Second, I will investigate and analyze major issues caused by school choice; they are the disputes over liberty of parents, equality, market mechanism, accountability, etc. Third, I will review different mechanisms of school choice in some countries other than the U.S. such as Sweden and China. Finally, I will offer further discussions and suggestions with regard to the future implementation of school choice, especially for Korea.

이 연구의 주제는 학교선택권이다. 연구자는 본 논문을 통해 미국에서의 학교선택권에 대해 고찰해 보고자 한다. 미국에서의 학교선택권은 심각한 질적 저하를 겪고 있는 미국의 공립학교 교육에 대한 대안으로 등장한 것이다. 찬성론자들은 학교선택권이 학교의 책무성을 강화시켜 교육의 질적 향상에 기여한다고 본다. 아울러 학교선택권이란 학부모의 기본권이라고 주장한다. 반대론자들은 학교선택권이 교육의 불평등을 심화시켜 사회의 응집력을 파괴할 수 있다고 경고한다. 연구자는 본 논문을 통해 다음과 같은 작업을 하고자 한다. 첫째, 미국에서의 학교선택권의 다양한 형태를 소개하고자 한다. 둘째, 학교선택권에 대한 찬 반 양론을 요약하고 이를 사안 별로 분석하고자 한다. 셋째, 미국 이외의 국가들, 특히 스웨덴과 중국에서의 학교선택권에 대해 고찰해 보고자 한다. 끝으로, 학교선택권이 우리의 교육에 기여할 수 있는 방안에 대해 제안하고자 한다.
