In this paper, super data envelopment analysis is employed to evaluate the performance of credit unions. Two items such as interest expense and administrative expense are used as inputs, and operating revenue is treated as output. For the year of 2010, 4 out of 59 credit unions were considered efficient by the CRS model, but the super DEA scores for two credit unions(DMU 48, DMU 19) out of the 4 CRS efficient credit unions were relatively low. The number of DMUs using those two DMUs as benchmarks was also relatively small. Loan-deposit ratios and net capital ratios of those two DMUs turned out to be very low, which indicates that those two CRS efficient DMUs with low super DEA scores are not appropriate as benchmarks for inefficient DMUs. The result of this study also shows that 31 credit unions are under IRS, and 24 credit unions under DRS. 24 DMUs with DRS need to reduce interest expense and administrative expense to improve efficiency, while 31 DMUs under IRS should consider increasing their inputs.

본 연구는 서울소재 지역신협의 효율성을 Super DEA에 의해 분석하고 활용방안을 논의하였다. 투입요소로는 이자비용과 관리비를 사용하고, 산출물로는 영업수익을 사용하였다. 분석결과 2010년 서울의 지역신협 59개 조합 중 4개 조합이 CRS 효율성 1인 효율적 조합들로 나타났으나, Super DEA에 의한 효율성 값은 차이를 보였다. 이들을 벤치마킹하는 조합의 수도, 보다 효율적인 것으로 나타난 상위 두 조합은 각각 47개와 39개인 반면, 나머지 두 조합은 각각 7개와 2개였다. 예대율과 순자본비율을 조사해 본 결과 하위 두 조합은 상위 두 조합에 비해 현저한 차이를 보임으로써, 비교대상 DMU가 많지 않기 때문에 효율적이 되었을 가능성이 있음을 시사하였다. 한편, 31개 조합이 규모에 대한 수익증가(IRS)로 나타나 규모 확대 가능성을 검토해 볼 수 있음을 보였고, 24개 조합이 규모에 대한 수익감소(DRS)로 나타나 이자비용과 관리비 감축을 통한 영업수익 개선 가능성을 보였다. 본 연구결과는 신협이 벤치마킹 대상을 확인하고 비효율의 원인을 찾아내어 경영개선을 하는데 Super DEA 모델이 일반 DEA 모델보다 더 정교한 수단으로서 유용하게 활용될 수 있음을 예시해 준다.
