Existed IT managements have focused infrastructure management to use it effectively. However, recently many kinds of aspects are observed such as management of services. Effective distributing human resources, and reasonable usage of resources for supporting requirements of business. Enterprises are making many projects to deal with changes, so that IT projects are able to influence the enterprises hugely. As the result, there are high attentions about connections between IT projects and companies’business.
A purpose of this study is that many problems are analyzed during process of the IT projects in small and medium enterprise and COBIT frame work that one of IT governance is suggested as a solution for the problems. For the suggestion, it is divided into three methods to improve maturity improvement of IT projects, and the three methods are verified.
First, studies related to IT projects are researched, and the methods to develop maturity improvement of IT projects are verified through a standard process of the COBIT.
Second, the COBIT that one of IT governance is introduced, and it is suggested that methods adapt the COBIT into the governance of small and medium enterprises.
Third, through the standard process given by COBIT, it is suggested that standard knowledge scope could be used in the small and medium IT enterprises.
For these, they survey causes about the failures of IT projects and COBIT in domestic small and medium enterprises and IT enterprises. As the results of analyzing properties about a study model and a hypotheses of control tools and outcomes for adapting COBIT into small and medium enterprises.
This study suggests that the outcomes from IT projects should reflect requirements of businesses. For dealing with it, a measurement method should be needed. The measurement methods could reflect the requirements of businesses, use the standard process, and control the process.

본 연구의 목적은 중소 기업에서 IT 프로젝트를 진행하면서 겪게 되는 문제 점을 분석하고 이에 대한 해결책으로 IT거버넌스의 하나인 COBIT(Control Objectives for Information and related Technology) 프레임워크를 도입하여 해결하는 방안을 논의하고, IT프로젝트의 성숙도를 높일 수 있는 방안을 연구하기 위해, COBIT 전문가와 IT 프로젝트 경험자를 대상으로 연구를 수행하였다.
연구 모델은 첫째, IT 거버넌스의 하나인 COBIT을 소개하고 중소기업의 거버넌스에 적용하기 위한 방안을 제시하고. 둘째, IT 프로젝트의 실패 요인을 분석하여 COBIT의 프로세스를 적용해 IT 프로젝트 성숙도를 올릴 수 있는 방안을 제시했으며, 마지막으로 COBIT이 제공하는 표준 Process를 활용해 중소기업이 IT프로젝트에서 사용할 수 있는 표준 지식영역을 제시 함으로써 IT 프로젝트에 COBIT을 적용할 수 있는 방안을 제시했다.
본 연구의 결과를 요약하면 다음과 같다. IT 프로젝트의 실패 원인은 프로젝트의 IT 자원 관리 실패와 최종 산출물의 품질이 기대했던 것 보다 못할 경우, PM의 역량이 부족할 경우, 의사소통과 위기 관리가 어려울 경우, 프로젝트의 변화에 대한 관리가 부족할 경우가 주요 원인으로 나타났다. 둘째, 기업에 IT 거버넌스 COBIT 프레임워크를 도입하기 위해서는 비즈니스 요구사항에 대한 지원을 우선으로 접근해야 하며 비즈니스 지원과 IT자원 관리 제시를 통해 접근해야 하는 것으로 나타났다.
