In this article, I would like to explain the approach of the korean crime prevention volunteer committee member institution which is stipulated(laid down) in the probation related law in the view of correctional social welfare public service and protection social welfare public service. Probation national civil servants have produced protection social welfare public service about delinguents were put on probation for along time through bureaucratism monopoly system which has been continued in the same path-dependence way about product of the correctional public service and protection public service. But these bureaucratic probation producing system about delinguents who were put on probation brough about fundamental limit. Accordingly, crime prevention volunteer committee member have taken part in producing protection public service about delinguents who were put on probation. In this article, I asserted the path-breaking crime prevention volunteer committee member system against the existing path-dependence crime prevention volunteer committee member system.

이 논문에서는 교정복지와 보호복지의 관점에서 범죄예방위원의 개선방안을 기술하였다. 과거에는 범죄인에 대한 보호복지를 보호관찰관이 생산해왔다. 오직 국가만이 보호공공재를 생산해오는 관료체제하에서의 보호복지서비스의 생산은 보호관찰관이 일차적으로 담당해왔다. 그러나 이러한 관료주의적 보호관찰은 범죄인의 단기간의 변화에 그치는 내재적 한계를 보여 왔다. 따라서 범죄예방위원이라는 민간인이 범죄인에 대한 보호공공재의 생산에 참여하게 되었다. 본고에서는 범죄예방위원 제도에 대한 기존의 경로의존적인 정책에서 벗어나 경로혁신적인 접근이 필요하다는 것을 주장하였다.
