Internationally, a growing body of research confirms teacher quality as one of the most important school factors influencing students achievement. This means that teachers' qualifications, based on measures of knowledge, education and experience, account for a large share of the variance in students' achievement. Thus quality teaching is at the center of schooling systems and school effectiveness, and recognition of the critical relationship between teachers and learners highlights the need to better define what constitutes good teaching. Professional standards for teaching describe the skills, knowledge and values for effective teaching. They capture key elements of teacher's work, reflecting their growing expertise and professional achievements. The paper has examined some problems of the content of teacher education programs being employed in 40 teachers' colleges and suggested that the national framework for professional teaching standards need to be developed to provide the basis for quality assurance of pre-service teaching programs. Standards would make explicit the intuitive understandings and knowledge that characterize good teaching practice and enable this to be widely shared within the profession.

이 논문은 중등교원 전문성 개발을 위한 교원자격기준의 체계화를 달성하기 위한 과제를 제시하는 데 목적이 있다. 교원양성교육에 대한 국가수준의 질 관리체제와 교원자격기준의 체계적 개발은 직전교육, 수습연수교육, 현직교육, 지도성훈련이라는 교원경력 발달단계의 연계성을 통합함으로써 이루어질 수 있으며, 이를 통하여 중등교원의 지속적인 전문성 개발이 유도될 수 있음을 제시하였다. 더불어서 40개 사범대학의 교직과정 편성현황을 분석하여 운영적 특징과 문제점을 제시하여 향후 교직과정 운영의 질 관리를 위한 기초자료를 제공하고자 하였다.
