Most policies usually came from the government or quasi governmental organizations. However, recently, Korean government made a new attempt letting the various interest groups which represent teachers and parents discuss a policy agenda relating teacher personnel and submit a consensual policy proposal to the government. That attempt is called the "site-starting decision making" in this study. Even though they discussed the issue that how to change the teacher promotion system and principal selection process for almost one year, they didn't get any satisfactory consensus. When we retrospect the discussing process, we can draw out some vital tasks to make that decision style be launched successfully. First, it is important to select proper issues to deal with by that decision style. When site members show deep concern and knowing about the issue, we can safely say that it deserves to adopt that style. Second, when we organize a discussing group, it would be necessary to keep the balance between the conservatives and the radicals and retain the representation of each member from each group. And a neutral steering person(or, team) is necessary in order to mediate the competing or conflicting positions. Third, the steering agent has to have the power to make some deliberate rules that lead the discussion productively and to control some inadequate behaviors. Without the power, the discussing process will be faced with staggering on account of the irrational behaviors of each interest group.

참여정부의 출범과 함께, 정부 주도의 전통적인 정책입안 방식에서 벗어나, 교원인사제도의 핵심 현안에 대한 이견 조정 작업을 현장의 교육 관련 단체에 맡겨 그들 사이의 협의를 통해 정책방안을 도출하려고 했던 매우 이례적인 사례가 있었다. 본 연구는 이 사례를 반성적으로 회고하면서 “현장 출발형” 정책수립의 성공적 정착을 위해 필요한 조건을 탐색하였다. 첫째로, 협의에 맡기기에 적합한 주제를 선정하는 것이 중요한데, 협의 과제가 둘 이상이고 그들에 대한 일괄타결 전망이 불투명할 때에는 각 과제에 대한 타결을 순차적으로 시도할 필요가 있다. 둘째로, 협의체 구성에 있어 단체별 균형과 개인별 대표성을 확보하고 중립적 추진팀을 운영하는 것이 중요하다. 셋째로, 성실한 협의를 위해 필요한 논의 규칙을 정하고 그 규칙 위반 행위를 통제할 수 있는 상황을 만드는 것이 중요하다.
