The purpose of this study was to describe roughly the major content of the achievement standards and levels in the elementary physical education and also to propose ways to apply them efficiently to school-site. The assessment directions should be changed in a way of applying assessment to examine the academic achievement levels of individual students and let the information about the results lead to feedback for teaching and learning. The Ministry of Education, Science, and Technology in the government thus introduced and operated a new assessment policy which is called Standard-Based Assessment in August, 2012 and met the various requests for support by developing and providing a set of achievement standards and levels for each subject as the operational guide and tool. In order for the achievement standards and levels in the physical education subject to be efficiently applied to school-site, it is required for the upper-level educational agencies and managers to exercise educational leadership actively, identify and cultivate successful cases through the activation of model schools, bring up constants for lessons and evaluations, and help the teachers improve their reorganization abilities to reorganize them in a free and meaningful manner in a lecturing situation.

본 연구의 목적은 초등 체육과 성취기준 및 성취수준이 어떠한 절차에 의해 개발되고 어떤 내용을 주요 골자로 하고 있는지를 대략적으로 기술한 후에 학교 현장에서 성취기준과 성취수준을 효율적으로 적용하기 위해 요구되는 전략 및 조건을 제시하는 데 있다. 앞으로의 평가에서는 학생 개개인의 학업 성취수준에 대한 파악을 위해 평가가 적용되어야 하며 결과에 대한 정보 역시 학생의 교수․학습을 위한 피드백으로 이어질 수 있도록 평가 방향이 전환되어야 한다. 이를 위해 교육과학기술부는 2012년 8월 성취평가제라는 새로운 평가 정책을 도입· 운영하도록 하였고, 이를 위한 다양한 지원 방안이 요구되는 가운데 운영 안내 및 도구로서 각 교과에 대한 성취기준과 성취수준을 개발 제공하였다. 이러한 목적으로 개발된 체육과 성취기준 및 성취수준이 학교 현장에서 효율적으로 적용되기 위해서는 먼저, 상급 교육기관 및 관리자들의 적극적인 교육적 리더십 발휘가 필요하며, 시범학교 활성화를 통한 성공적 사례의 발굴·육성, 수업 및 평가 관련 컨설턴트의 육성, 그리고 이것을 수업상황에서 자유롭고 의미 있게 재구성할 수 있는 교사의 재구성 능력 등이 필요하다.
