This case study examines which it see alternative against in that performance management system(PMS) and BSC system connection. As for study, investment of local self-governing group connecting to the PMS and BSC system. Likewise, the PMS with Plan-Do-See based on cycle management, which is an evaluation with set on indicates. BSC system of the aim which is not a financial perspective and strategy, and vision the core index it will be able to attain in order to manage performance. According to the result of this study, PMS is connecting using the BSC system. Namely, the leadership/strategy perspective of the PMS is connection did with BSC system value and strategy. PMS and management information system is connection with BSC system of business process. PMS of human resource management and organizational management and, financial management is connection with BSC system of learning and growth perspective. The end of content with technical development and intelligence activities is connection with BSC system of customer perspective. Administrative supports and research business is connection with BSC system of financial perspective.

본 연구에서는 성과관리체계와 균형성과표의 연계에 대한 대안을 제시하고자 하였다. 이를 위하여 지방자치단체의 출자·출연기관을 중심으로 경영평가를 바탕으로 성과관리시스템과 균형성과표를 연계해 보고자 사례연구를 시도하였다. 성과관리체계는 계획-집행-평가라는 경영관리과정에 근거하여 평가지표를 설정하고 평가대상 기관의 성과를 파악하고 있다. 균형성과표는 단기적인 관점의 재무적 측정치가 아닌 목표와 전략, 그리고 비전을 중심으로 목표를 달성할 수 있는 핵심지표를 통하여 평가한다. 연구결과 성과관리체계인 계획(plan)-집행(do)-평가(see)를 균형성과표인 네 가지 관점으로 연계할 수 있다. 즉, 성과관리체계의 리더십과 전략은 균형성과표의 전략 및 가치로 동인할 수 있으므로 연계하였다. 다음으로 경영시스템의 조직관리, 인적자원관리, 그리고 재무관리는 균형성과표의 학습 및 성장관점으로 연계되었다. 경영시스템의 성과관리체계와 경영정보관리는 비즈니스 프로세스관점으로 연계되었다. 다음으로 경영성과인 콘텐츠 및 기술개발, 정보활동 및 연구 사업은 고객만족도로 기업육성과 산업기반 조성사업의 경우는 균형성과표의 재무적 관점으로 연계되었다.
