Contrary to the assumption that populism was a thing of the past in the region, a new populism has arisen, phoenix-like, from the ashes of the old. But the historical conjuncture of the resurgence of populism is quite different. The underlying affinity that much scholars stress is a political realignment by appealing directly to the people, bypassing established political institutions. It should be noted that whereas classical populism aimed at disrupting the institutional nexus constituted by economic liberalism and oligarchy, so-called neo-populism appears as neoliberal challenge to the nexus constituted by state-led developmentalism and classical populism. In this perspective, the objective of this paper is twofold. One is to reevaluate the classical populism that was the structure and institution of certain specific Latin American regimes in a specific historical conjuncture. The second objective is to redefine the concept of pueblo in view of political philosophy.

역사 속으로 사라졌다고 생각했던 포퓰리즘이 라틴아메리카 정치의 공적 담론의 영역에 극적으로 부활했다. 그러나 고전적 포퓰리즘과 네오포퓰리즘의 등장한 역사적 맥락은 전혀 다르다. 고전적 포퓰리즘과 네오포퓰리즘의 공통점으로 부각되는 것은 카리스마를 가진 선동가가 정치제도를 무시하고 민중에게 직접 호소하는 정치형태라는 점이다. 하지만 고전적 포퓰리즘의 목표가 경제적 자유주의와 과두체제의 제도적 결합을 붕괴시키는 것이었다면, 네오포퓰리즘은 국가주도적 발전주의와 고전적 포퓰리즘의 동맹을 분열시키는 것이다. 이런 관점에서 본 논문의 목표는 두 가지이다. 하나는 특정한 역사적 국면에서 등장한 라틴아메리카의 고전적 포퓰리즘을 재평가하는 것이고, 다른 하나는 정치철학적 관점에서 민중 개념을 재 정의하는 것이다.
