This study conducted a survey to determine the cause of the problem of low fertility in Gyeongju, and Based on the results, focused on finding the policy implications in dimension of the home, Gyeongju, and the company in Gyeongju to solve the problem of low fertility. The results of this study are as follows. First, in policy direction, Gyeongju and the company need to more firmly establish the mutual cooperation and should consider the investment-oriented policies rather than the defense-oriented policies to resolve the gap between the desirable number of children and the real number of children of the citizen. Second, in policy implications in Gyeongju, Gyeongju will consider the whole extension of the free education of 5 to 6 years old children, the expansion of the part-time work system and the working hours reduction system in the child caring stage, and the provision of the financial incentives for the family-friendly companies focusing on the retrenchment of the child support (cost) and the sustainable economic activities of women. Third, in policy implications of the companies in Gyeongju, the companies will consider the introduction of family-friendly management and the flexible work arrangements and the solutions for installing and expanding the childcare facilities in their workplace necessary for supporting of child care to change the recognition on the problem of low fertility. This study has significance as the first basic exploratory research on the causes and countermeasures of the problems of low fertility in Gyeongju.
