Insurance crime called 'Quiet Catastrophe' is a antisocial criminal act which victimizes all the members of a society. It also constricts insurance industry and causes moral laxity in the general society. The harmful effect is inconceivable. Despite of all these serious problems, the study of insurance crime has not been done in depth. Thus, this study analyzes a perception of grievance when SIU investigates insurance crime in real-world like these. First, the result of the survey on the perception of SIU, more than 94% of the respondents go through a grievance of collecting evidence because of intelligent insurance crime. Second, when SIU have insurance criminal investigation insurance crime, 97% of them don't make a thorough investigation. since they don' have a right to investigate. Third, 93% of them have a grievance due to insufficient interaction of information with relevant organizations. Forth, more than 88% of them replied that they have a grievance due to insufficient mutual cooperation with relevant organization. Fifth, more than 96% of them replied that, when they have insurance criminal investigation, investigates are intimidated by a emphasis of customer service. Sixth, when they investigate 59% of them are in fear of their lives by threat and violence of suspects.

국민을 범죄자로 낙인 시킬 수 있는 ‘소리 없는 대재앙(Quiet Catastrophe)’으 로 까지 불리고 있는 보험범죄는 반사회적 범죄행위로서 보험산업 전체를 위축시 키고 사회 전반적으로 도덕적 해이를 불러오는 등 그 폐해가 상상할 수 없을 정도 이다. 그러나 이러한 심각한 문제에도 불구하고, 보험범죄와 관련된 연구는 심도 있게 이루어 지지 않고 있다. 따라서 이 연구에서는 실제로 현장에서 보험범죄에 대응하고 있는 SIU를 대상으 로 보험범죄 조사시에 겪고 있는 고충을 조사하여 분석한 결과 다음과 같은 분석 결과를 도출하였다. 첫째, 보험범죄의 지능화로 인한 증거확보의 고충에 대한 인식으로는 94%이상이 고충을 겪고 있는 것으로 나타났다. 둘째, SIU의 조사권한의 부재로 인하여 보험범죄 조사시 약 97%가 심도 있는 조사가 어려운 것으로 나타났다. 셋째, 유관기관과의 정보제공으로 인한 고충은 93%가 상호 정보제공이 제대로 이루어지지 않아 어려움을 느끼는 것으로 나타났다. 넷째, 유관기관과의 상호공조체제는 88%이상이 유관기관과의 상호공조체제가 잘 이루어지지 않아 고충을 겪고 있다고 나타났다. 다섯째, 범험범죄 조사시 고객서비스를 강조하다보면 민원발생에 대한 염려로 인하여 조사가 위축되는지에 대한 인식은 96%이상이 위축되는 것으로 나타났다. 여섯째, 보험범죄의 조사시 보험범죄 혐의자의 협박과 폭력에 대한 신변의 위협 으로 인한 고충에 대한 인식은 약 59%가 신변에 위협을 느낀다고 나타났다.
