There was tendency of not recognizing the crime prevention activity of the private security importantly because of traditional stereotype in citizens and police officers in the face of what the private security industry has greatly contributed to crime prevention activity. However, seeing the statistical figure related to today's public security, the private security is in the real situation of being urgently needed that can solve a problem of safety in people's life caused by the limit of the police force and that can satisfy a desire for diverse safeties in each class of people by promoting and developing crime prevention organization in the private dimension. The police are positively promoting the private security business for reinforcing the crime response capability in the whole society through organic cooperation with the private security business and are looking after the activation in private security education and the enhancement in security guards' quality by designating the private-security educational institution in order to substantiate the education for new private security guards. This study suggested the developmental plans of the private security education such as, first, security of fairness in selecting educational institution, second, cooperation and efficiency in smooth services with relevant institution, third, implementation and activation of the educational institution council, and fourth, the adjustment and improvement in curriculum.

민간경비와 경찰의 관계가 보다 중요하게 논의되고 있는 이유는 오늘날 세계적 으로 민간경비가 다른 산업보다도 지속적이면서도 빠른 성장을 하고 있으며, 경찰 의 규모와 비교했을 때 이와 대등하게 혹은 그 이상으로 그 규모가 확대되고 있기 때문이다. 이러한 민간경비분야의 제반활동은 치안서비스로서 성격을 매우 많이 가 지고 있다. 특히 경찰은 민간경비업을 적극 육성하고 있으며, 민간경비 교육기관을 지정하여 민간경비 교육의 활성화 및 경비지도사와 경비원에 대한 자질 향상을 도 모하고 있다. 민간경비의 질을 향상시키고 경비의 전문화를 모색하려면 무엇보다도 경비원들 에 대한 적절한 교육이 이루어지지 않으면 안 된다. 우리나라 경비산업은 낮은 임 금과 열악한 근무환경, 업무 자체에서 비롯되는 육체적인 고통 등으로 인해 고급 인력들의 진출이 활발하게 이루어지지 않고 있다. 이것은 민간경비의 전문성을 확 보하고 질적으로 향상된 경비서비스를 공급하는 데 제약요인으로 작용한다. 민간경비원 교육의 기본적인 목적은 민간경비원으로 하여금 직무수행에 필요한 지식과 기술을 함양하고 가치관을 정립하여 경비업무를 원만히 처리하고 민간경비 의 발전을 도모하려는 것이다. 특히 중요한 교육의 목적은 개인의 능력을 개발해 개인에게는 더 나은 직업적 성공의 기회를 제공하고, 조직에는 이를 통해 목적을 더욱 효과적으로 달성하는 기회를 제공해 준다. 본 연구에서는 민간경비 교육의 문제점 및 발전방안을 살펴보고자 민간경비 교 육에 대한 이론적 논의와 민간경비 교육기관 현황, 교육 과목 및 시간, 교육 수료 인원과 교육 진행 관련 문제점을 살펴보고, 이에 따른 발전방안으로 첫째, 교육기 관 선정의 공정성 확보, 둘째, 관계 기관과의 원활한 업무 협조 및 효율화, 셋째, 교육기관 협의회 구축 및 활성화, 넷째, 교육과정의 조정 및 개선을 제시하였다.
