If the pirate occurrence appear, first the navy would rescue the crew taken away forcibly by sea robbers and capture alive pirate through military operations, and the navy hand over pirates to the maritime police. From this time the maritime police agency make process regularized criminal investigation of pirate. The Cheonghae Unit of the navy have intelligence power and the scene evidences with good quality while pirate criminal investigation, but the nave show to offer negative attitudes of related information and evidences because of military security, so the hardship go after smoothy progress of criminal investigation.
The actual state of this show divided arrest and criminal investigation agency for pirate between the maritime police agency and the navy, and in construction the agencies are different form the maritime headquarters(the Ministry of National Defense) and the maritime police agency(the Ministry of Land, Transport and Maritime Affairs), which the characters are dissimilar too. But It is necessary to devise a proper measure prevention plans to protect life and property of Korean from pirate, and to discovery the truth in substance, which is the role primarily not to speak of military and police. Thus the military and police should mutually cooperate between the maritime police and the navy arrest and investigation for pirate.
The efficient plans to cooperate between the maritime police and the navy suggest like the next. First, the union between the maritime police and the shore patrol organize to examine truth with authority and responsibility with cooperation. Second, the scientific investigation unit of shore patrol dispatch to Cheonghae Unit to demand beginning measures. Later the time to entry into Korea order to analyse in joint with the maritime police. Third, the maritime police dispatch to Cheonghae Unit to cooperate with shore patrol to do beginning criminal investigation.

해적사건이 발생하면 가장 먼저 해군이 군사작전을 통해 피랍된 선원들을 구출하고 해적을 생포한 뒤 해양경찰에 신병을 인계한다. 이때부터 해적에 대한 본격적인 수사가 진행된다. 해적 수사에 관한 한 해군 청해부대가 양질의 정보력과 현장증거를 보유하고 있다. 그러나 해군은 군사보안을 이유로 관련 정보·증거 제공에 소극적 태도를 보이고 있으며, 이에 원활한 수사 진행에 어려움이 따르고 있다.
이러한 현상은 해적의 검거기관과 수사기관이 해군-해양경찰로 이원화되어 있고, 조직상으로도 해군본부(국방부)-해양경찰청(국토해양부)으로 성격이 상이한데서 기인한다. 하지만 해적으로부터 대한민국 국민의 생명과 재산을 보호하고 실체진실 발견을 통해 예방책을 강구하는 일은 군과 경찰을 막론하고 기관 본연의 역할이다. 따라서 군과 경찰은 해적의 검거는 물론 수사에 있어서도 긴밀히 공조해야 한다.
해양경찰과 해군 간 공조 효율화 방안과 관련해서는 다음과 같은 사항들을 제안하고자 한다. 첫째, 해양경찰과 해군헌병을 중심으로 합동수사본부를 설치하여 공동의 권한과 책임 하에 진실을 규명토록 하는 방안이다. 둘째, 해군 헌병에서 운용중인 과학수사팀을 청해부대에 파견시켜 현장검증 등 초동조치를 취하게 하고 추후 국내 입국 시 해양경찰 과학수사팀과 종합 분석토록 하는 것이다. 셋째, 청해부대 파병 시해양경찰관을 동승시켜 해군헌병 수사관과 초동수사를 공조토록 하는 방안이다.
