This study came from the changing of social structure such as 5 working day per week and increasing of income. Accordingly, thing been realizing by means of new recreational activity is water-related leisure.
Present political counterproposal for regional economy activation according to sea leisure activity increase in population but allow purpose. 3 side are the sea by our country geography. Have leaned, and has best condition for Marine Tourism and leisure that a 3,358 islands and crawled coastline of 11,542 Km, 360 swimming beaches, 2,240 fish harbor and inlet, 562 people does not work or work. However, was lopsided in land oriented development policy and indifferent to develop leisure industry in sea and resources of the sea. Latent situation about water-related leisure activities or demand prospects is good but social · systematic situation for activation is very inferior and it is real condition that systematic research is lack.
First, result that weakness and hindrance factors, strength and opportunity main point for our country water-related leisure activities presents condition and leisure activity, analysis and examines SWOT appeared. Systematic integration propulsion system preparation and number or facilities and sea leisure equipment development of country dimension should be propeled urgently by plan that connects with regional economy and activates sea leisure. Specially, realization and support of local government and sea leisure needs plans and various program. development that can enjoy leisure in number been not period of percent. And present social realization change and area sightseeing and water-related leisure activities that can connect for sea leisure culture.

본 연구는 국민소득 증가와 주 5일제 근무 등 사회구조적 변화 등으로 새로운 여가활동의 수단으로 인시되고 있는 수상레저활동 인구증가에 따른 지역 활성화를 위한 정책적 대안을 제시하는데 목적을 둔다. 지정학적으로 우리나라는 3면이 바다로 3,358개의 도서와 11,542Km의 긴 해안선, 360개의 해수욕장, 2,240여개의 어항과 포구, 562개의 유ㆍ무인 등대 등 해양관광과 레저를 위한 천혜의 조건을 갖추고 있으면서도 내륙지향적 개발정책에 치우쳐 해양에서의 레저산업과 해양자원을 개발하는데 무관심하였다. 수상레저활동에 대한 잠재적 여건이나 수요전망은 밝으나 활성화를 위한 사회적ㆍ제도적 여건은 매우 열악하고 체계적인 연구도 부족한 실정으로 먼저 우리나라 수상레저 활동 현황과 레저활동을 위한 강점과 기회요인, 약점과 저해요인들을 SWOT분석ㆍ검토한 결과 지역경제와 연계하여 해양레저를 활성화하는 방안이다.
먼저 국가차원의 제도적인 통합 추진체계 마련과 마리나 시설 및 해양레저장비 개발이 시급히 추진되어야 하고 특히, 지방자치단체의 인식과 지원 그리고 비수기에도 레저를 즐길 수 있는 방안과 다양한 프로그램 개발, 해양레저문화에 대한 사회적 인식 변화, 또한 지역관광과 연계할 수 있는 수상레저 활성화를 제시해 본다.
