This study firstly reviewed both balanced scorecard and strategy mapping which were introduced in 1999 on Korean central government and municipal government for improving the performance and effectiveness of their organization and their members. Especially the key role of the strategy map would be effectively operating the performance management system of its organization by defining the casual relation of the various viewpoints which are consisting of the strategy map that developed in 1999. In spite of many advantages of strategy map from its entrance of stage, some of the defaults and limitations were presented through its analysis and evaluation of the governmental organizations. One of the reason that would be guessed through the evaluation of central government organizations is each organization originally has its characteristics of its affairs. Secondly this study was aimed to make the standardized strategy objectives for improving the performance effectiveness of the government organization. For this goal some strategy maps of the government organizations were researched on the basis of the standard template suggested by Kaplan and Norton and then next analyzed it of Jeonbuk Province. Through this study some implications were found next for improving the performance management system of Jeonbuk Province; first, the setup and definition of the proper strategy objectives for fitting the situational and environmental change in and outdoors would be needed. Secondly, the performance goal for substantializing the strategy objectives should be necessary. Finally, the linkage between the strategy objectives and the performance goal must be required.

공공부문의 개혁을 위해 도입된 성과관리제도(BSC)는 2012년 상반기 현재 중앙정부 및 산하기관을 포함한 광역지자체에서 부서 및 개인의 성과목표달성을 위한 관리제도로 운영되고 있다. 성과관리의 효율성을 제고하기 위해 우선적으로 혁신되어야 할 요소 중 하나가 인적 요소의 변화이기는 하지만 다기한 가치체계를 가진 인적요소의 변화 과정을 파악하기란 용이한 일이 아니다. 인적요소와 관점들의 결합이라고 볼 수 있는 전략지도는 BSC 진화과정에서 1999년에 처음 등장한 것으로 전략지도를 구성하고 있는 여러 관점들의 인과관계 정의를 통해 기관의 성과관리시템을 효율적으로 운용하는데 있다. 그러나 2011년 하반기까지 분석한 각 기관의 전략지도는 각기 다른 특색을 지니고 있는 부분이 많아 성과관리시스템이 제대로 운용되고 있는지 분석, 평가하는데 한계를 지니고 있다고 볼 수 있다. 본 연구에서는 기관 성격별로 표준화된 전략목표가 필요하다는 전제하에 Kaplan과 Norton이 제시한 표준 template에 따라 우선 타 기관들의 전략지도를 고찰하였으며 이들 기관의 핵심내용을 기준으로 전라북도의 전략지도를 분석하였다. 분석을 통해 전라북도의 성과관리시스템은 다음과 같은 수정을 통해 보다 효율적인 성과관리시스템을 운영할 수 있을 것으로 판단된다. 첫째, 시대상황과 내외부 환경변화에 적합한 전략목표의 설정과 정의가 요구되며, 둘째, 설정된 전략목표를 구체화할 수 있는 성과목표의 설정과 정의가 필요하고, 마지막으로 전략목표와 성과목표의 명확한 연계가 요구된다.
