This study aims to analyze systematically the conflict resolving and cooperation processes of persons concerned shown in the process of developing Sihwa District. Centering around the ‘Sihwa District Sustainable Development Council’ organized to resolve conflicts regarding common pool resources effectively, this paper regards it is very important to explore the institutional rules applied in the behavioral areas of each of the participants. Therefore, this article examines political discussion over the conflicts and disputes surrounding the process of developing Sihwa District and discussion over the institutional rules of the reasonable-choice institutionalization, explores the institutional operational rules for the process of resolving conflicts and disputes through the Institutional Analysis and Development (IAD) Framework, and provides implications for the solutions of common pool resources. According to the result of the analysis, rules like collective-choice rules, property rules, knowledge-combining rules, negotiation rules, dissolving rules, information rules, learning rules, or participation and boundary rules play roles in adjusting the values or interests that collide in the inside of the council. Such operational rules do not work independently but interact with one another through organic combination.

연구의 목적은 시화지구 개발과정에서 나타난 이해관계자들의 갈등 조정 및 협력과정을 체계적으로 분석하는데 있으며, 공유재 갈등을 효과적으로 해결하기 위해 구성된 ‘시화지구지속가능발전협의회’를 중심으로 각 참여자들의 행위영역에서 적용되고 있는 제도적 실행규칙에 대한 탐구가 매우 중요하다고 보았다. 따라서 시화지구 개발과정을 둘러싼 갈등 및 분쟁에 대한 정책적 논의와 합리적 선택 제도주의의 제도적 실행규칙에 대한 논의를 검토하고, 제도분석 방법론(IAD)을 통해서 갈등 및 분쟁의 해결과정에 대한 제도적 실행규칙을 탐색하고, 공유재 해결방안에 대한 시사점을 제시하였다. 분석결과, 집합적 선택규칙, 공유규칙, 지식결합규칙, 합의규칙, 분해규칙, 정보규칙, 학습규칙, 참여 및 경계규칙 등이 협의회 내부에서 상충되는 가치 또는 이해관계를 조정하는 역할을 하였다. 이러한 실행규칙은 독자적으로 작용하기보다 유기적 결합방식을 통해 상호작용하였다.
