This study aims to compare and analyze the operational performance of Public Culture and Art Center according to its central operating body. The Public Culture and Art Center’s operating body is first divided into two groups : direct management and indirect management. And Direct management is subdivided into management by municipal government and by local government. Indirect management is subdivided into management by public corporation, regional art foundation, and by contracting-out. This study use the data on the Culture and Art Center’operation status in the nation, offered by Ministry of Culture, Sports and Tourism. This study analyzes this data focused on publicness, financial independence and specialization of Culture and Art Center according to its central operating body. As a result, direct management or indirect management is not evaluated greatly all in publicness, financial independence and specialization. In respect of publicness, management by municipal government leads great performance. In respect of financial independence, management by public corporation performs great. In respect of specialization, management by educational institution or culture foundation leads excellent performance, although this specialization does not strongly influence on operational output of Culture and Art Center.

본 연구는 운영주체에 따른 문예회관 운영성과를 비교 분석하였다. 운영주체로는 직영과 간접운영으로 구분하였다. 직영은 크게 광역지자체와 기초지자체로 구분하였으며, 간접운영은 공단, 문화재단, 민간위탁으로 구분하였다. 분석대상 자료는 문화체육관광부에서 제공하는 전국문예회관운영현황조사를 사용하였다. 분석은 각 운영주체에 따라 공공성, 재정자립도, 전문성 등 공연장 운영성과를 대상으로 하였다. 분석결과 직영 방식이 혹은 간접운영방식이 획일적으로 우수한 것으로 평가하기는 어려웠다. 공공성에 있어서는 광역지자체가, 재정자립도에 있어서는 공단이 그리고 전문성에 있어서는 교육기관과 문화재단이 우수하였으며, 이러한 전문성은 공연장 운영과는 연계성이 없는 것으로 분석되었다.
