The purpose of this study is to analyze effects of privatization of local water supply service. To do this, this study focuses on Jeoneup City, Jeonbuk Province, which contracted out its service to K Water in 2005. This study looks at two aspects of contracting out: operation and customer satisfaction. The former includes rate of water supply, average water rate, revenue earning water rate and rate of water leakage. Customer satisfaction survey includes inspection of water supply, management of water supply and suspension, business processing by employees and overall satisfaction. ANOVA is used to look at the mean difference before and after contracting out. Results of analysis show that in terms of operation, the contracting out resulted in increase of revenue earning water rate and decrease of water leakage. In the aspect of customer satisfaction most indicators show better results after contracting out.

본 논문은 정부가 추진하는 공공서비스의 민영화 정책 중에서 지방상수도서비스의 위탁의 효과를 분석하는 데에 그 목적이 있다. 이를 위해 2005년부터 수자원공사에 위탁을 한 전라북도 정읍시를 대상으로 하여 운영적 측면에서 보급률, 평균요금, 요금현실화율, 유수율 및 누수율 등을, 이용자 만족도는 수도 검침, 수도 공급 및 단수 관리, 서비스센터 직원의 업무처리, 전반적 만족도 측면에서 위탁전후의 성과를 ANOVA를 사용하여 분석하였다. 분석결과 운영적인 측면에서는 위탁 후에 유수율 제고, 누수율 하락 등의 성과가 있는 것으로 나타났고, 이용자 만족도에서도 대부분의 지표에서 만족도가 상승한 것으로 나타났다. 다만 여전히 수돗물에 대한 부정적 인식이 많아서 그에 대한 대책이 필요하다 하겠다.
