The creation of the Gangdong advanced business complex has been evaluated as a successful case, which has been promoted as an extensive scale of urban development project by autonomous districts, independent of the Seoul metropolitan government and the central government. This is significant exemplary case that not only it brought improvement in related districts but also worked as a driving force of local economic growth. From this point of view, this study analyzes the outcome of Gangdong advanced business complex and attracting of enterprises, and furthermore draws a conclusion measuredly to estimate the ripple effect of development project in related areas. Through the analytical researches from the beginning, during the process of construction and after, Gangdong advanced business complex has brought out the effect of vitalizing the stagnant local economy, accelerating technical innovation, opening up the new markets, developing competitive power in industries, and increasing employment rate. Despite this study has limitation in research, it is significant that the investigation of the first example of an independent high-tech industrial complex would clearly elucidate the possibilities of successful independent development project in local government.

강동첨단업무단지의 조성은 광역자치단체와 중앙정부 차원에서 추진되었던 첨단업무단지 조성사업을 기초자치단체 차원에서 성공적으로 수행한 사례로 평가받고 있으며, 지역내의 파급효과 및 기여효과 측면에서도 모범적인 사례로 인정받고 있다는 측면에서 사업적의의를 갖는다. 이러한 관점에서 본 연구는 강동첨단업무단지 조성 및 기업유치의 성과를 실증하는 한편, 사업성과의 경제적 파급효과와 지역경제 기여효과를 계량적으로 분석하여 사업의 지역적 성과를 구체적으로 확인하고자 하였다. 분석결과, 강동첨단업무단지의 경우 건축단계와 조성 후 운영단계에서의 생산유발효과, 부가가치유발효과, 고용유발효과, 세수유발효과 등 높은 경제적 파급효과가 발생하며, 이러한 경제적 파급효과는 다시 지역경제 기여효과로 이어지고 있음을 확인할 수 있었다.본 연구가 기술적 연구의 한계를 가지고는 있지만, 국내 기초자치단체 최초로 독자적으로 수행된 첨단산업단지 개발사례의 성과를 분석함으로써 앞으로 지역경쟁력 강화와 활성화를 위한 개발사업이 광역자치단체나 중앙정부에 의지하지 않고, 독자적으로 충분히 성공적인 개발이 가능하다는 것을 명시적으로 제시하고자 하였다는 점에서 연구결과에 대한의의가 있다고 하겠다.
