This research focuses on reasons for the increasing number of free trade agreements (FTAs) around the world and why the Korean government is signing FTAs at an accelerating pace, and evaluates the characteristics and debated issues of Korea’s FTA policy. The characteristics of Korea’s FTA policy include a fast negotiation process based on a defensive motive, a comprehensive FTA that involves most industries, a high level of tariff reduction or elimination, and the fact that many of Korea’s FTA counterparts are major economies. Issues debated are the expected outcome of FTAs, the impact FTAs have on domestic politics, and the decision-making process of the FTAs and costs involved. Current reports by national research centers and government agencies have lost their credibility by mentioning only the positive outcomes of FTAs. The impact FTAs have on domestic politics has not being thoroughly discussed despite the fact that it is an important issue related to the future of Korean democracy. The National Assembly is not playing a sufficient role in the FTA decision-making process which currently involves mostly government officials. This has resulted in unnecessary costs. A more comprehensive approach is required in order to prevent national divide and reduce political, economical, and social costs due to FTAs. Policies should especially be made to increase the National Assembly’s accountability and involvement in Korea’s FTAs.

본 연구는 세계적으로 FTA가 확산되고 있는 원인과 우리 정부가 FTA 체결을 서두르는 이유를 찾아보고, 우리나라 FTA 체결의 특징과 쟁점을 정리ㆍ평가해 보고자 한다. 우리나라 FTA의 특징은 체결전략에서 방어적 동기에 의한 급진적 전략, 산업의 영역에서 광범위한 FTA, 양허율에서 높은 수준의 FTA, 거대경제권과의 FTA 등으로 나타난다. FTA 체결과 관련된 쟁점들은 FTA의 기대효과, 국내정치적 파급효과, FTA 체결의 의사결정 구조와 비용에 관한 것이 있다. FTA의 기대효과에 대해서는 국책연구기관과 정부의 입장은 긍정적인 부분만 강조하고 있고 그 신뢰성에 적지 않은 문제가 있다. 국내정치적 파급효과에 대한 논쟁은 우리나라 민주주의의 향방과 관련된 사안의 심각성에도 불구하고 체계적인 논의가 되지 않고 있으며, 특히 의사결정 과정에서 의회가 제 역할을 하지 못하고, 주로 관료들에 의해 주도되어 상당한 비용을 치루고 있다. 향후 FTA로 인한 내부 갈등을 미연에 방지하 고, 정치적ㆍ경제적ㆍ사회적으로 비용을 줄이기 위해서는 보다 광범위한 논의구조가 요구되고 특히 의회가 책임성을 가지고 적절하게 관여할 수 있는 제도적 보완이 반드시 필요하다.
