This study aims to draw education reform agenda for realizing educational welfare in Korea. For this, the author examines the context of using the concept of educational welfare and the constitutional basis of it. In addition to these examinations, it is important for the author to analyze the various approaches to educational welfare, which is contained in policies of the governments concerned. The results of this study are as follows. First, the constitutional basis of educational welfare is Article the 31st, which guarantee the equity of education for all. Second, it is the comprehensive approach to educational welfare that is more useful for drawing education reform agenda. The comprehensive approach means the combination of universal approach and selective approach to educational welfare. Third, various consecutive studies are necessary for drawing the excellent educational welfare blueprint for our next generations.

이 연구는 교육복지 개념이 사용되어온 문맥과 그 헌법적 근거 등에 대한 고찰을 바탕으로 교육복지를 실현하는데 긴요한 교육개혁 과제들을 도출하기 위해 시론적 차원에서 수행된 것이다. 연구를 통해 확인한 내용을 간추리면 다음과 같다. 먼저 교육복지의 헌법적 근거는 제31조의 3개 항으로 기본정신은 보편주의에 입각한 교육의 기회균등 보장이라는 점이다. 다음으로 교육개혁 과제를 도출하는데 있어서 교육복지에 대한보편적 접근과 선별적 접근을 유기적으로 결합한 통합적 접근이 유용하다는 점이다. 끝으로 미래 세대를 위한 수준 높은 교육복지 청사진을 만들기 위해서는 시론적 성격의 본 연구에 더하여 다양한 후속연구가 필요하다는 점이다.
