치안조직의 개혁은 국가의 안정적 운영에 필수 요건이며, 국민의 안전에 대한 욕구를 만족시키는 것은 국민의 삶의 질을 높여 국민복지의 향상을 위해 노력해야 하는 국가운영자의 기초적인 의무라는 점에서 중요하다할 수 있다. 지난 2012년 10월 30일 ｢자치경찰제 실시 방안 토론회｣를 대통령 소속 지방행정체제 개편추진위원회에서 새로운 행정수요와 자치경찰의 필요성과 주요쟁점과 FGI면접결과, 자치경찰제 실시모델을 광역모델, 기초모델, 이원적모델, 생활권중심모델을 제시하는 등 많은 의견을 개진하면서 자치경찰제에 대한 깊이 있는 연구와 여론수렴을 통한 새로운 자치경찰제 방안을 마련의 필요성이 제기되고 있다. 이에 이 연구에서는 아직 구체적으로 내년 5월에 보고될 다음정부의 자치경찰의 방향이 될 ｢자치경찰법안｣이 확정되지 않았다는 점에서 향후 한국의 자치경찰제도의 정립방향을 제시하고 하는데 그 목적이 있다. 이를 위해 이 연구에서는 이 토론회의 발제의 내용과 토론 참여자들의 의견이 이 법안에 반영될 개연성이 높다는 점에서 이 토론회 발표내용을 중심으로 설치단위, 주요사무, 재정부담, 조직 및 인사를 중심으로 검토하였다. 이러한 요소들을 최대한 만족할 수 있는 방향으로는 본 연구자는 현재의 국가경찰의 지방치안조직을 그대로 지방자치단체로 소속변경을 하여 자치경찰화 할 것을 제안한다. 사무배분은 현재 지방치안조직이 수행하는 업무를 국가위임업무(국가적 치안업무) 및 각 자치단체별 응원 및 협조업무 조정을 제외한 모든 업무를 그대로 자치경찰이 이양받도록 하고, 재정은 국가경찰의 예산을 재조정하여 치안특별교부금으로 하고, 자치경찰의 운영과 감독을 위하여 행정관청형 위원회로서 각 급 자치경찰기관에 경찰위원회(가칭)를 두고 자치단체장으로 하여금 간접적인 관리를 하도록 한다면 점진적이고 효율적인 경찰혁신을 달성하는데 최적의 방안이 될 수 있을 것이다.
