This paper reviews and reexamiend the political phase and control of Russian military authorities in its development of civil military relationships. The Russian military authorities are trying to changes his position in the conversion process of system, but the state and party are dependent variables through the long history. It is abstrain from military to the political intervention in Russia and they maintained this tradition in the long history of many war and revolution. The historical relationships between party and military is like this : the creation of red army, military innovation by Trotsky, military strenghening by Stalin, military innovation by Khrushchev, extention strategy by Brezhnev, weakening control by Gorbachev, reduction and decline by Yeltsin, military strengthening by Putin, and positive strategy by Medvedev. According to the Russian constitution, the president of Russia has the supreme control power to the military as a top management. Yeltsin gained the victory to the strugges with Duma. But unfortunately he failed Chechen war and the Civil war of Bosnia. Moreover, the Duma reviews and control of military budget and defense expenditure. Also, We can discuss and explain the political conflict in the army, the political participation of military like election, the military position to the defense policy, the identity of military as the relationships between politics and army. But, Russian military confronted many problems like the low salary, individualization of army, decline of morality professionalism, increase of military crime, corruption of military, weakness of recruitment, decline of fighting sprit, increase of encampment. etc. It is also military problems of low defense budget, broad frontier and uncertainty of assumed enemy. But we expect the Russian military authority will increase their position according to the strong military policy by Putin.

본 논문은 현 러시아 군부의 정치적 위상을 민·군 관계의 발전과정을 검토해 봄으로써 재정립해 보고자 하는데 있다. 러시아 군부는 체제전환과정에서 많은 변신을 시도하고 있으나 역사적으로 국가와 당의 종속 변수로서 순응해 왔다. 러시아에서 군의 정치개입은 금기사항이며 러시아는 수많은 전쟁과 혁명과정에서 한 번도 군부가 통치한 적 없는 전통을 유지하고 있다. 당·군 관계를 살펴보면 적군의 창설에서 트로츠키의 군 개혁, 스탈린의 군 강화와 기계화, 흐루시초프의 군 개혁, 브레즈네프의 군 팽창전략, 고르바초프의 약화된 군 통제, 옐친의 군 축소와 위상하락, 푸틴의 강한 러시아군 육성, 메드베데프의 적극적 군사전략 등의 역사적 유산을 지니고 있다. 현 러시아 정부는 민주주의 헌법체제하에 대통령이 군의 최고 통수권자로서 효과적으로 군을 통제하고 있는데 과거 옐친은 의회와의 대결에서 군의 힘을 바탕으로 승리를 쟁취한 바 있다. 그러나 체첸전쟁을 비롯한 보스니아 내전, 그루지아 전쟁개입 등은 군의 정치적 위상을 추락시키는 결과를 초래하였다. 특히 입법부는 국방예산을 심의하는 권한을 지니고 있어 군은 철저하게 의회의 통제를 받는다. 이와 같은 군과 정치의 상호작용은 군내부의 정치적 갈등, 군의 선거참여, 국가정책에 대한 군부의 입장, 군의 정체성 같은 관점에서 논의 된다. 그러나 현 러시아 군부는 낮은 경제적 처우, 군의 사병화, 도덕성 추락, 직업주의, 군범죄의 증가, 군내부의 부패, 징집제도의 취약성 뿐만 아니라 군의 사기저하와 부대생활의 폭력성에 따른 탈영병의 증가 같은 어려운 문제점에 봉착하고 있다. 특히 낮은 방위비 지출과 광활한 국경선, 가상적군의 불분명 등도 군의 위상을 어렵게 만드는 요인이다. 그러나 푸틴과 메드베데프의 강한 러시아 부활정책은 향후 러시아군의 위상을 서서히 높여줄 것으로 기대된다.
