Recently, Korea, having long history as a homogeneous nation with a monocultural identity, has been rapidly changed into the multicultural society by the considerable inflow of populations immigrated for work or marriage, study or business in Korea. Multicultural society where different cultures are co-existing, is regarded as a cause for the instability inside the society and impediment of social integration, through conflicts between one culture to another and discrimination toward certain cultural group. In this regard, the stable multicultural society is generally believed to be unprecedented. However the Netherlands is known as one of these exceptional cases. The backgrounds for people calling Netherlands 'a Mecca for multiculturalism' are tolerance, pragmatism, mercantilism, regionalism, republicanism, liberalism, developed economy, advanced in education and awareness. The mentioned constituents inside the Dutch society militated in favor of multiculturalism relatively well-rooted in Netherlands compared to other countries. The Dutch multiculturalism started since the late 1970s was set an example to other countries in 1980s. However, after the 1990 there were significant numbers of disputes over the multiculturalism, focused on whether the multicultural policy of the country brought the social integration or disintegration of the society. In other word, it was the beginning of a period of self-examination, proclaiming that the immigrant culture had not harmonized with the host culture or created synergy effect, but brought the entrenchment of the state of conflicts and confrontation. The assimilation policy was appeared in mentioned circumstances of Netherlands at that time. Assimilation policy requires immigrant groups to be assimilated into values and principles, culture, language, and law and institution of Netherlands. Even though the Dutch multiculturalism currently came under criticism by political mainstreams which have strong inclination of neo-nationalism including the Party for Freedom(PVV), the long term prospects of multiculturalism seem optimistic. Because the survival and promotion of national interests of Netherlands only can be realized not by the closed monoculturalism, but opened multiculturalism, and more fundamentally speaking, it is because the multiculturalism more suited for Dutch populations.

오랜 단일문화, 단일민족의 역사를 가진 한국은 최근 많은 수의 이주근로자, 혼인이주자, 학생, 기업인들의 유입으로 현재 빠른 속도로 다문화사회로 변해가고 있다. 다양한 문화가 공존하는 다문화사회는 문화 간 충돌이나 차별로 인해 사회적 불안정을 초래하고 사회통합을 저해한다고 여겨진다. 이런 점에서 안정적인 다문화사회란 이례적인 일로서 받아들여지고 있는데, 네덜란드가 그 같은 사회 중 하나라고 알려져 있다. 네덜란드가 특히 다문화주의의 성지로 불리는 배경에는 고유한 태생적 환경이 있는데, 그것을 간략하자면 다음과 같다. 관용주의, 실용주의, 상업주의, 지역주의, 공화주의, 자유주의와 더불어 발전한 경제, 진보적 교육과 의식 등이 그것이다. 이 같은 요소들은 네덜란드에서 타 국가 보다 상대적으로 다문화주의의 뿌리를 잘 내릴 수 있도록 작용했다. 1970년대 말부터 시작된 네덜란드 다문화주의는 1980년대 세계적 모범이 되었다. 그러나 1990년대 들어 다문화주의에 대한 많은 논쟁이 벌어지는데, 그 초점은 다문화주의정책이 네덜란드사회를 통합하기보다 분할하는 결과를 가져왔는지 여부에 모여졌다. 즉 이주문화가 네덜란드 주류문화와 화합하거나 상승작용을 일으키기보다는 대립하는 양상을 고착화시킨 것 아니냐는 자성론이 대두되었다는 것이다. 그래서 등장하게 된 것이 바로 동화정책이다. 즉 이주자집단은 네덜란드의 가치와 규범, 문화, 언어, 법과 제도 등에 동화되어야한다는 것이다. 최근 자유당을 비롯한 신민족주의성향의 정치세력과 그 지지자들에 의해 다문화주의는 많은 비판과 공격을 받고 있지만, 네덜란드 다문화주의의 전망은 낙관적이라 판단된다. 그 이유는 네덜란드의 생존과 국익신장은 폐쇄적인 단일문화주의가 아닌 개방된 다문화주의에 의해 최대화될 수 있기 때문이며, 보다 근본적으로 네덜란드인의 정서에 가장 적합한 것이 바로 다문화주의이기 때문이다.
