This is a research on entente strategies can maximize the benefit of Korea's petrochemical industry in Korea-China FTA and Korea-Japan FTA based on the analysis of the mutual competitiveness, trade patterns, tariff and non-tariff barriers in Korea, China and Japan's petrochemical industries. Korea, China and Japan's petrochemical industries have mutual complementary aspects. In the petrochemical industry, therefore, Korea-China FTA and Korea-Japan FTA should be driven to maximize each country's industrial cooperation. First, in concession of tariff problems, plenty grace period security for the sensitive petrochemical items is required. Second, in non-tariff barriers(NTBs) terms, China's anti-dumping suit problems for the Korea's exports of petrochemicals and Japan's non-tariff barriers problems should be included on the agenda of negotiations in FTA. In addition, roundabout exports of Chinese economic zone and Southeast Asian petrochemical products have a bad influence on the domestic market. Therefore, the preparation of strong rules of origin can control effectively the problem is essential.

본 연구는 한국, 중국, 일본 석유화학산업의 위상과 경쟁력, 무역패턴, 관세 및 비관세장벽을 상호 비교 분석하고 향후 한․중, 한․일 FTA 추진시 석유화학산업 분야에서 예상될 수 있는 영향들과 산업 이익을 극대화할 수 있는 대응 및 협상전략에 대해 분석한 연구이다. 한국, 중국, 일본 석유화학산업은 상호 보완적인 요소를 지니고 있어, 향후 FTA 추진은 경쟁의 심화보다는 각국 산업간 협력 극대화를 도모하는 방향으로 모색됨이 바람직하다. 대중국 관점에서는 고부가가치 제품군의 관세양허 유예기간 확보가 필요하며 비관세 장벽 문제를 협상의제에 반드시 포함시켜 국내 석유화학산업의 피해를 최소화할 필요가 있다. 대일본 관점에서는 특히, 일본의 유통관행, 규격문제 등 대한 세부조사를 통해 관세철폐 문제에 있어서의 불리함을 극복할 수 있는 비관세장벽 완화 혹은 철폐전략을 마련해야 할 것이다.
