- The exchange of Customs data between countries can administrate to move the goods and the information for the goods at the same time before arrival at the place of import to accelerate release and clearance. The Customs will generally grant immediate release and clearance to all consignments, provided that the conditions laid down by Customs are met and that the necessary information required by national legislation is communicated at a stipulated time before the consignment arrive. The UCR will enable Customs to link information received from the different parties for a particular consignment and will facilitate the exchange of Customs data between countries. This paper proposed the plan to utilize the exchange of Customs data between countries by use of UCR as follows. First, The improvement of clearance administration of export and import. Second, The reinforcement of the competition of export and import firms. Third, To build the global single window.

- UCR는 실시간으로 국가간 물품의 이동을 추적할 수 있어서 통관업무의 사각지대를 제거할 수 있고, 통관관리의 효율성을 극대화 시키고 선제적 위험관리가 가능하여 수출입통관 관리에 도입되었다. UCR의 효과를 극대화시키기 위해서는 국가간 통관자료가 물품이 수입항에 도착하기 전에 교환되어야만 한다. 따라서 UCR에서는 UCR과 국가간 통관자료의 교환을 동시에 이루어지도록 하고 있다. 본 논문에서는 UCR과 국가간 통관자료의 교환을 접목시켜 크게 수출입통관 관리업의 효율성 극대화와 수출입기업의 경쟁력 강화, Global Single Window 구축으로 나누어 활용방안을 제시하였다.
