As the mature of local autonomy and participatory democracy promotes the participation of local residents in policy making, influence of local society’s activities on transportation phenomenon has become more important. Thus, in the field of transport geography, there needs to consider the influence of local society’s activities on analysis of transport phenomenon. Regarding this point, this study makes regionbased online communities which are actively involved in public transport policy as its research objects and aims to find influence of their activities on the change of public transport system. To achieve this, this study investigates how region-based online communities intervene in public transport policy and explores the characters of the intervention by comparing the activities of region-based online communities with those of existing citizen’s organization. The research area is Namyangju city, located within Seoul metropolitan area and a number of region-based online communities exist there. The results of this study are summarized as follows. First, the socio-economic and geographical properties and regulations of Namyangju city make regionbased online community’s creation and activities about public transport active. Second, the fact that regionbased online communities are constant regardless of creation and extinction of a certain issue differs from existing non region-based online community. It enables feedback of problems. First of all, it makes regionbased online community as a political partner of the local government because they function as ‘the window’ that the local government always gets public opinion. Third, while region-based online communities are shaped around ‘region’, NGOs are shaped around ‘theme’. region-based online communities’ activities for public transport focus on considering their regional advantage to makes visible changes in regional public transport system. Fourth, region-based online communities functions as a channel for local residents to take part in public transport policy process and it’s important because the foothold of user-oriented public transport system is established through that. Active participation of local residents who are beneficiaries or victims of local public transport policy let local government change. That is, as local residents become an important factor (participants) in local public transport policy process, they establish foothold for the user-oriented public transport system.

지방자치제도의 성숙과 참여 민주주의의 성장이라는 시대적 변화는 지역주민의 정책 참여를 촉진함으로써, 교통현 상에 있어서도 지역 사회의 활동이 미치는 영향이 커지고 있다. 따라서 교통지리학에서도 교통현상의 분석에서 있어 지역사 회의 영향을 고려해야 할 필요성이 높아지고 있다. 이와 같은 상황에서, 본 연구는 대중교통정책에 활발하게 참여하고 있는 경기도 남양주시의 지역기반 온라인 커뮤니티를 연구대상으로 삼아, 이것의 활동이 지역 대중교통체계 변화에 미치는 영향 을 파악하는 것을 목적으로 하였다. 본 연구를 통해 밝힌 결과를 요약하면 다음과 같다. 첫째, 남양주시는 사회경제적 특징, 지형 및 규제 등의 요인으로 인해 다른 지역에 비해 지역기반 온라인 커뮤니티의 형성 과 대중교통 관련 활동이 활발한 것으로 나타났다. 둘째, 지역기반 온라인 커뮤니티가 특정 현안의 발생, 해결 여부와 상관없 이 상시적으로 조직되어 있다는 점에서 기존 온라인 커뮤니티와 차이가 있다. 이는 해결된 현안의 지속적인 피드백이 가능하 다는 점, 그리고 무엇보다 상시적으로 주민의 의견을 청취할 수 있는 수단으로 기능하면서 공식부분의 정책적 파트너가 될 수 있다는 점에서 중요하다. 셋째, 지역기반 온라인 커뮤니티는‘ 지역’을 중심으로 형성됐다는 점에서‘ 주제’를 중심으로 형 성된 시민단체와 성격이 다르다. 지역기반 온라인 커뮤니티의 활동은 지역 내 대중교통 이용 편의를 높이기 위한 문제제기가 대부분으로, 지역의 대중교통체계에 가시적인 변화를 준다. 넷째, 지역기반 온라인 커뮤니티는 지역주민이 대중교통 정책에 참여하는 통로 역할을 하고 있으며, 이를 통해 사용자 중심의 대중교통체계 정립의 기반을 마련했다는 점에서 의의가 있다. 대중교통 정책의 직접적인 수혜자이자 피해자인 지역주민의 온라인 커뮤니티를 통한 적극적인 대중교통 정책참여는 유관 기 관의 변화를 이끌어 냈다. 즉, 대중교통 정책과정에서 지역주민이 주요 고려요인(참여자)이 됨으로써 사용자 중심의 대중교 통체계가 정립될 수 있는 기반을 마련한 것이다.
