Resource-dependent cities appeared relatively later, but they are the most important components in China’s city system. The resource-dependent cities in China’s northeastern regions are facing a range of problems such as single industrial structure, unbalanced economic structure, slow down in economic development, badly-off for residents’ daily lives, high pressure in employment and damaged in ecology, and those problems are caused by lacking long-term reasonable and sustainable planning. This paper holds the points that the transformation and development of resource-dependent cities in the northeastern China need to be based on the compensation or reduction in sunken cost, to complement market economy system, reduce the transaction cost, and establish mechanisms and systems which favor cities’ sustainable development.

자원의존적 도시가 중국에서 나타난 시기는 비교적 늦었지만 그들은 중국도시 체계 중의 중요한 일부이다. 긴 기간 동안 합리적이고 지속가능한 계획이 없어 서 중국 동북지역 자원의존적 도시는 산업구조의 단일화, 경제구조 불균형, 경 제발전 침체, 주민생활수준 저하, 심한 취업부족, 환경생태 파괴 등 여러 가지 문제들을 직면하고 있다. 자원의존적 도시의 전형은 더 이상 기다릴 수 없게 되 었다. 이 연구를 통해 내린 결론은 다음과 같다. 즉, 중국 동북지역 자원의존적 도시의 전형발전이 순조롭게 추진되기 위해서는 보상이나 ‘숨겨진’ 비용의 삭감 과 함께 시장경제 시스템의 보완과 시장거래비용의 감소를 통해 도시의 지속가 능한 발전에 유리한 메커니즘과 체제를 구축해야 한다는 것이다.

资源型城市在中国出现时间较晚，但却是中国城市体系的重要组成部分。由于长期 缺乏合理的、可持续的规划，中国东北地区资源型城市面临产业结构单一、经济结 构失衡、经济发展滞缓、居民生活困难、就业压力巨大、生态环境破坏等一系列问 题，资源型城市被迫转型。本文认为，中国东北地区资源型城市的转型发展要以补 偿或者降低沉淀成本为出发点，完善市场经济体制，降低市场交易成本，构建有利 于城市可持续发展的机制和体制。
