Even though there’s been much discussion about regional development effects of Casino until now, original researchers positively rated job creation, but social controversial issues were shown in other parts. But There's a limit to how much such a analysis have affected Taeback city. Accordingly as we used selection criteria for the effect of regional development policy and the development promotion zone(DPZ) of balancing development in nation, and then departmentalized by referring to the evaluation index for criteria the Ministry of Construction and Transportation that have used when Jugsun and Taeback were selected as the deprived area. Namely, they analyzed the impact in these five fields on the number of population and households, number of industries and workers, variation of council tax, change of spatial structure, crime rate and so on. It showed that population decreased and slowed, number of business and workers were on the rise, while number of local tax and crime rate were tending downward, even though Casino’s status for economy activation in abandoned mine areas were effective in slowing regional economic downturn but it was less effective in increasing of economic development and growth. Thus, sustainable growth policies and endogenous development strategies that can be spread to the surrounding regions are required as a development policy of Casino.

그동안 카지노개발의 지역발전효과에 대한 논의가 많았지만 기존 연구자들의 평 가는 고용창출의 긍정적 평가가 지배적이며, 타 부문에서는 대부분 사회적 쟁점 의 소지들을 내포하고 있다. 그러나 이러한 분석으로 태백시에 얼마만큼 영향을 미쳤는가에 대한 분석의 한계가 있다. 따라서 지역발전 정책효과 및 국가균형발 전의 개발촉진지구 선정기준을 활용하고, 정선·태백지역이 낙후지역으로 선정 시 활용했던 건교부 기준의 평가지표를 참고하여 세분화하였다. 즉 인구 및 세대수, 사업체 및 종사자수, 지방재정 자립도의 증감, 공간구조의 변화, 범죄 발생 율 등 5개 분야에 대한 영향분석을 한 결과, 사업체 및 종사자 수, 지방재정 자립 도, 도로연장 및 주택 보급률은 다소 증가하는 반면에 인구 및 범죄 발생 율은 감소 또는 둔화하는 추세로써 폐광지역의 경제 활성화를 위한 카지노 입지는 이 지역의 경제적 침체를 둔화시키게 하는 효과는 있었지만 경제발전과 성장을 증 대시키는 효과는 적은 것으로 판단된다. 따라서 카지노개발 정책이 주변의 전 지역에 파급될 수 있는 지속가능한 성장 정책과 내생적 발전전략이 요구된다 하겠다.
