School violences become serious, so victims of students are after another. At last our Government announced a comprehensive package of measures to eradicate them. Among these measures, the plans for improving teachers' coping skills are also included. Teachers have responsibilities to solve the problems of violence occurred in the schools. Of course teachers are good and are doing their bests. But the society, including students and parents think that teachers always underreact. The system for teacher education is important and almost critical. And so that excellent human resources may cope properly with school violences, teacher education courses and training system should be drastically reorganized. From this perspective measures prepared by the government include improvement of the education and recruitment and training of teacher. Our Government are to make colleges of education open courses on school violence and let students to take them as mandatory, and the colleges test students’aptitude and personality at least twice in school. However, I think the plan is still insufficient and teachers colleges have to try to meet its original purpose and be fully reborn. This paper based on these issues reviews the Government’s comprehensive measures to end school violences and teacher recruitment and suggest how to foster pre service teachers ' ability to cope with them. And it notes that teacher education courses gets a radical change of approach. Especially this paper submits the proposal to overhaul the curriculum centered on clinical and field-based guidance and counseling training course and point out that teachers need to strengthen the legal knowledge. Finally this thesis orders that the colleges must reform systems of students’ teaching practice due to diversification of schools for teaching practice beside the regular school practice. For example, among the another schools are alternative schools, private schools and special schools, etc. Also this paper point out the need for an extended period of the practice.

학교폭력이 날로 심각해져 가고, 이로 인하여 희생을 당하는 피해학생들이 속출하자 정부가 마침내 이를 근절하기 위한 종합대책을 발표하였다. 정부의 이 대책에는 교원들의 대처능력 향상을 위한 방안들도 포함되어 있다. 정부가 이 방안들을 포함시킨 것은 학교폭력의 문제 역시 그 해결의 실마리를 푸는 일에 교사가 앞장서야 하기 때문이다. 교사들은 모두 나름대로 선량하고 최선을 다하고 있다. 그러나 학생과 학부모를 포함한 사회는 늘 교사들이 미온적으로 대처한다고 불만을 토로한다. 문제는 교사를 배출하는 시스템이다. 교대와 사대를 나온 우수한 인적 자원들이 학교폭력에 대해서 제대로 대처할 수 있도록 교원양성과정과 실습제도를 과감하게 개편하여야 한다.그런 관점에서 정부가 마련한 방안에는 교원양성과 임용, 연수 등의 개선안들이 포함되어 있다. 정부는 교원 양성과정에 학교폭력 대처 관련 과목을 개설하고 이를 필수로 이수하도록 하고, 대학 재학 중 교직 적성과 인성 검사를 최소 2회 실시하며, 임용시험 때 면접에서 이런 점을 강화하여 평가하도록 하겠다는 등의 대안을 제시하고 있다. 아울러 현직교사들에게도 각종 연수를 통해 이런 점을 주지시키겠다고 한다. 그러나 이런 점만으로는 부족하며, 교원양성대학이 그 본래의 취지와 목적에 걸맞게 완전히 거듭나는 노력을 하여야 한다. 본고는 이런 문제의식에 입각해서 정부의 학교폭력 근절 종합대책과 교사 신규채용제도 개선방안을 검토하고, 학교폭력에 대처하는 교사들의 능력 함양을 위하여 예비교사 시절인 교원 양성 과정에서부터 접근방법의 과감한 변화가 필요함을 지적하였다. 특히 본고는 교육과정 개편안으로 임상 및 현장 중심으로의 생활지도 및 상담교육 강좌의 전면 도입, 교사들의 법적 소양 강화가 필요함을 지적하고, 교생 실습제도의 개편안으로 교대와 사대 공히 일반 학교 실습 외 특수학교, 대안학교, 사립학교, 소년원 등으로의 실습 대상 학교 다양화와 실습기간의 확대가 필요함을 지적하였다.
