This study examines Disaster Prevention Training being conducted in Germany. Recently, LÜKEX Training of Germany has been developed as a model of crisis management for terrorist threats and for large-scale disaster management. Bi-annually, since 2004, the German federal government; in conjunction with 16 local governments; has been conducting crisis management training. Originally, according to the German Constitution, all authority and responsibility related to National Disaster Management belonged to each local municipality and was operated autonomously. For this reason, the German national disaster management had, in the past, more difficulty to responding to international terrorist threats. Many problems related to this and the solution was to find a new paradigm. Therefore, the German government has established the Federal Emergency Management Agency (BBK) as a step towards preparing for national disaster and crisis management. The disaster management related agencies of 16 local governments as well as some private companies have been involved with this disaster prevention training. They have been carrying out LÜKEX preparation training drills and are making institutional changes relating to national disaster management. The federal governments will do act in accordance with the LÜKEX training series, and preventive training in areas of responsiveness has strengthened. (eg. electrical power outages, and terrorist threats and attacks, interference with international events, infectious diseases, chemical and radiation attacks, and information network protection). In the past, national disaster management in Germany emphasized autonomy and responsibility mainly by local governments, but now the federal government and each local government have changed to work closely in a cooperative governance system in order to respond quickly to disaster management.

이 연구는 독일에서 실시되고 있는 재난예방훈련에 대해서 다루고 있다. 최근 독일의 재난예방훈련은 국제사회의 테러위협과 대규모 국가재난관리에 대응하기 위한 위기관리 모델로 발전되고 있다. 이러한 재난예방훈련은 2004년 이후 2년마다 연방정부를 중심으로 각 16개 주정부가 참여하면서 위기관리훈련을 위한 독자적인 모델로 진행되고 있다. 원래 독일의 국가재난관리는 기본법에 따라 각 주정부에게 모든 권한과 책임을 주고 있으며, 또한 국가재난에 대한 정책이나 관리도 각 주정부에 의해서 자율적으로 운영될 수 있도록 하고 있다. 이런 이유 때문에 재난관리에 대한 많은 문제가 다양한 분야에서 발생하게 되었다. 따라서 독일의 국가재난관리는 국제적인 테러위협과 대규모 국가재난대응을 효율적으로 하는데 많은 어려움을 경험하게 되었다. 이에 대한 대응전략으로써 국가위기관리에 대한 새로운 패러다임이 요구되었다. 이런 맥락에서 독일정부는 대규모 국가재난관리에 대비해 연방재난관리청(BBK)을 설립하였으며, 이 기관을 중심으로 각 주정부와 일부 민간기업 등이 참여하는 재난예방훈련을 하는 제도적 변화를 보이고 있다. 그 사례로 LÜKEX 훈련은 각 주정부가 재난상황에 따라 대응력을 높이기 위해 다양한 형태로 발전되고 있다. 즉 연방정부는 국가재난상황에 따라 전력공급 중단과 테러위협 및 공격, 국제행사 방해, 전염병, 화학 및 방사선 공격, 정보통신망의 보호 등에 신속히 대응할 수 있는 예방적 훈련을 강화하고 있다. 과거 독일정부는 주정부 차원에서 재난관리의 해결을 위해서 가능한 한 자율성과 책임성을 강조했지만, 오늘날 독일정부는 대규모 재난상황에 신속히 대응하기 위해서 각 주정부와 긴밀히 협력하는 거버넌스 체제로 전환하고 있다.
