In this article, I would like to explain the korean correctional social welfare public policy with related to the problem of the korean correctional personnel management policy which has been continued in the same path-dependence way about producer of the correctional social welfare public service(goods) and the durability of the korean correctional social welfare public service(goods) in relation to the repetition rate of an offense. Thus, this paper is intended on the study of the correctional personnel management policy problem and the durability the repetition rate of an offense of the released convict in relation to the correctional social welfare public service(goods) producing. In fact, Little has given to the korean correctional personnel management problem in relation to the correctional social welfare public service(goods). But, existing studies have approached in the view of the micro-program aspect about the korean correctional social welfare public service(goods) producing. Thus, a good place to start is to know the basic policy problem in producing correctional social welfare public goods.

우리나라는 그동안 경로 의존적인 생산방식으로 교정 복지재를 생산해왔다. 오직 국가만이 교정 공공재를 생산해오는 관료독점 체제하에서의 교정 복지재의 생산은 교도관이 일차적으로 담당해왔다. 그러나 교정 복지재의 내구성과 관련되는 출소자의 재범률은 여전히 높은 것이 우리나라 교정복지 정책의 문제점이다. 이에 대해 기존 연구들은 프로그램적 측면에서 접근해왔다. 그러나 이 논문에서는 교도관 위주의 생산방식을 채택해온 우리나라의 교정복지 정책의 문제점을 교정인사정책면과 교정복지재의 내구성 측면과 관련하여 우리나라의 교정통계 연보를 바탕하여 그 문제점과 개선방안을 나름대로 살펴보았다.
