This paper is purposed to study the research Youth Welfare paradigm of Korea and Sport Welfare Concept until now the hallmark of the flow associated with the plan to build new expertise for the purpose of strengthening the following conclusions were obtained. Based on Foucault’s discourse, this research attempts to analyze. First, Korea assumed the role of the youth welfare paradigm has been recognized as a youth welfare state and the gradual change in the role of the community and developed. Second, the concept of welfare in Korea today, welfare and recreational sports to pursue the goal of improving the quality of human life under the social welfare function with focus on whatever is in the sport while improving the quality of life and health of individuals and basic welfare for a happy life began to be recognized as a tool has been formed. Third, Korea's youth welfare paradigm and the concept of youth sports instructor to apply to welfare, the improvement of quality and professionalism of youth instructor in order to strengthen education for our youth instructor require review and supplement, and complement the required legal and , Youth Sports Instructor specializing in welfare associated with the selection of the complement of the region was needed.
