The 21st century is a knowledge-based society that serves as a major growth engine for national development. South Korea has made world-class research achievements, greatly contributing to the global academia. However, it led to social ills, which had been generated in the process of propelling a centrated growth, also in the academia, as seen in the shockwaves caused by the stem cell scandal involving professor Woo-seok Hwang. Competition is expected to be intensified in the academia, and preoccupation with performance is likely to get worse. In addition, fraudulent activities in research are not likely to be reduced. In this regard, the government and the academia have made a lot of efforts to prevent fraudulent activities from reoccurring and establish research ethics by enacting basic laws related to academic ethics. In particular, since 2006 when professor Hwang’s stem cell scandal occurred, institutional system has been introduced to solidify research ethics at a governmental level, and universities and research institutes have mplemented systems to prevent fraudulent activities in research. However, no efforts to counter fraudulent activities can be more effective than preventive measures. The study aims to examine what misdeeds have been committed in niversities, what ethical practices in research activities look like in Korea and to explore Korean government’s efforts to establish research ethics. It will also take a close look at the preventive education systems operated and practiced by major advanced countries for the purpose of solidifying research ethics, and suggest ways to establish the preventive education systems to strengthen research ethics in Korea in the future.

21세기는 지식기반사회이며, 국가 발전의 주요한 원동력이 되고 있다. 한국도 그동안 세계적인 수준의 연구 성과를 도출하여 전 세계 학계에 많은 기여를 하였다. 그러나 압축성장과정에서 도출되었던 병폐가 학계에도 발생하여 황우석 교수의 줄기세포 논문 조작사건으로커다란 충격을 주었다. 향후 학술분야는 경쟁이 갈수록 심화될 것이며, 성과주의는 더욱 기승을 부릴 것이다. 또한 연구부정행위도 좀처럼 줄어들지 않을 것이다. 그러므로 정부와 학계는 이러한 학술윤리규정과 관련한 기본법들을 제정하는 등 재발방지 및 연구윤리 확립을위하여 많은 노력을 기울이고 있다. 특히, 황교수 사건 이후 2006년부터 연구윤리확립에 관한 제도적 장치가 정부 차원에서 마련되기 시작하였고, 각 대학, 연구기관들은 연구부정행위 방지를 위한 제도를 보완하고 있다. 그러나 아무리 훌륭한 부정행위방지 대책도 예방보 다 더 효과적인 것은 없다. 이 논고에서는 먼저 한국의 연구윤리확립을 위한 정부의 대책과한국 연구윤리 관행, 대학에서의 부정행위의 형태를 살펴본다. 다음으로 주요 선진국들은현재 어떠한 연구윤리 확립을 위한 예방교육 시스템을 운영, 실천하고 있는지를 도출해 본다. 그리고 향후 한국의 연구윤리확립을 위한 예방교육 시스템 구축 방안을 제시해 보고자한다.
