The purpose of this study is to review the educational implications of statistics education for democratic citizenship education as a political education, and to examine the cognitive fallacy in the process to understand, evaluate, and judge the statistic datum and results in real politics. And then, this study is to suggest the necessity and educational direction of statistics education for rational understanding of political process on the ground of scientific thinking. Actually, there are much statistic datum and results in the newspapers and magazines for explanation and comprehension of political process, but the general citizen’s ignorance and illiteracy about statistics is possible to induce high possibility of cognitive fallacy in the process to recognize, evaluate, and judge these statistics. The various problems, which were occurred by misuse and abuse of statistics will be improving through the strengthening of statistics education in the process of democratic citizenship education. For this purpose, statistics education will be apply more ordinary in the democratic citizenship education, extend the using scope of statistics as a synthetic language for communication in the educational scene, and promote the educational direction to foster the thinking ability and setting up of value standard for rational cognition, evaluation, judgement of political process. And also, all these tasks need for positive interest and support in the dimension of state and government.

이 연구는 민주시민 정치교육에 있어서 통계교육이 지니는 교육적 의미를 살펴보고, 현실의 정치과정에서 쉽게 범할 수 있는 통계자료 및 결과에 대한 오용과 인지적 오류 사례를고찰한 이후, 정치과정의 올바른 이해를 위한 통계교육의 필요성 및 교육 방향을 제시하였다. 현실적으로 정치과정의 설명과 이해를 위해 제시되는 각종 보도 자료들은 다양한 방법으로 통계자료와 결과를 활용하고 있으나, 보도를 위한 통계자료의 오용 혹은 일반 시민들의 통계에 대한 무지와 문맹 등은 이것을 인지하여 평가하고 판단하는 과정에서 인지적 오류를 범할 가능성이 크다. 정치과정에서 통계의 오용과 오류를 통해 발생하는 여러 가지 문제점들은 민주시민 교육과정에서 통계교육을 강화함으로써 개선할 수 있다. 이를 위해 민주시민 교육과정에서 통계교육이 보다 적극적으로 활용되어야 하며, 단순한 통계기법이 아닌 의사소통을 위한 종합언어로서 통계의 활용 범위가 확장되어야 하고, 정치과정의 합리적 인식과 평가, 판단을 위한 가치 기준의 정립과 사고능력을 배양하는 방향으로 통계교육이 활용되어야 할 것이다. 아울러 이러한 모든 과제는 국가와 정부 차원에서도 적극적 관심과 지원이 요망된다.
