Japan Coast Guard established "the Committee of reviewing system about Jurisdiction of Japan Coast Guard (Chairman : Admiral of Japan Coast Guard)", that is based on “the basic policy about role of Jurisdiction of Japan Coast Guard by Minister of Land, Infrastructure, Transport and Tourism”, and studied the improvement of equipment, etc.. about Jurisdiction of Japan Coast Guard.
This study is compilations and commentary about “the basic policy about role of Jurisdiction of Japan Coast Guard by Minister of Land, Infrastructure, Transport and Tourism(January 7, 2011,)” and “working on jurisdiction of Japan Coast Guard(As the interim report, August 26, 2011)”

일본 해상보안청은 2011년1월7일에 발표된 「해상경찰권의 역할에 관한 검토의 국토교통대신 기본방침」 (이하 「기본방침」이라고 함 ) 에 따라서, 해상보안청장관(청장에 해담함)을 의장으로 하는 「해상경찰권에 관한 제도개정 등 검토회의」를 설치하고 행정경찰권의 충실, 장비·요원의 충실, 기타 기본방침에 따른 검토과제에 대해서 검토를 하고 있다.
본고는 「해상경찰권의 역괄에 관한 검토의 국토교통대신 기본방침(해상보안청,2011년1월7일）」 및 「해상경찰권의 역할에 대하여 (중간보고) (해상보안청, 2011년8월26일）」을 편집하고 일부 해설을 가필한 것이다.
