Unemployment is one of the chief concerns of modern politics, which is broadly endorsed by economists with the idea of the opportunity cost of unemployment. However, the opportunity cost of unemployment from the perspective of the unemployed individual is not what economists usually have in mind. Rather, what is often meant is the social cost of unemployment, presuming the policy maker is faced with the option of choosing among different levels of unemployment. The essay argues that the idea of the social cost of unemployment makes little sense either in a centrally planned economy, or in a market economy. Even in a mixed economy, it is not clear whether the policy maker faces genuine alternatives to choose among different levels of unemployment, or whether there would be any net gains from putative alternatives. The paper analyzes these issues. Considering the fact that value creating jobs are created by the entrepreneur, the essay argues that the best the government can do to create jobs is to protect property rights and maintain peace, rather than trying to create jobs by some artificial means, which tend to have at best temporary effects, but with many adverse consequences.

실업은 현대 정치에 있어서 가장 주요한 관심사항의 하나이다. 특히 경제학 자들은 실업의 기회비용에 대해 염려한다. 그러나 실업자 개인의 관점에서 볼 때 실업의 기회비용은 경제학자들이 생각하는 것과 다르다. 그러나 이보다 중 요한 것은‘실업의 사회적 비용’이다. 이는 정책결정자들이 상이한 실업수준 들 간의 선택문제에 직면할 때 특히 중요하다. 본 연구는 실업의 사회적 비용 이라는 개념이 중앙집권화된 경제, 시장경제, 그리고 혼합경제에서 각각 어떤 의미를 갖는지 살펴보고자 한다. 또한 본 연구는‘가치 창조적인 일자리’는 정부가 아니라 기업에 의해 창출된다는 것을 주장하고자 한다. 이를 위해 정 부가 할 수 있는 최선의 일은 인위적으로 일자리를 만들기보다 사유재산권을 보호하고, 사회의 안전과 평화를 유지하는 데 있음을 강조하고자 한다. 정부 의 인위적 일자리 창출노력은 일시적으로만 효과가 있거나 장기적으로 경제에 해로운 결과를 초래할 위험이 크기 때문이다.
