The income inequality measures, such as Gini coefficient, indicate that it has widened progressively since 1995 in Korea. This widening income gap is conditioned by both the winner-take-all sociocultural- political values and social norms on inequality. Trade openness, technological changes, and the supply of skills have all affected the income inequality in Korea. The core of the government strategy is to“invest in education and peopleˮ. The role of human capital investment is to reduce the number of unskilled workers and to raise the knowledge and skills of as many workers as possible. Improving skills lead to declining inequality and promoting productivity and overall economic growth. This strategy will meet industrial demand for human capital and generate new ideas and innovations. The ultimate goal of Korean policy is to make Korea the place where the best talents work together and enjoy their shared lives. Government policy focused on the GDP growth needs to be changed by targeting on the employment growth and income inequality. This paper suggests policies to raise the quality of education from nursery school to university and to help disadvantaged children improve their education. The accumulation of human capital via improved education is the key to promoting sustainable growth while slowing or reversing the growth of income inequality in a small globalized economy. Furthermore, we suggest that the government should achieve the skill-biased technological change and the achievement of high and stable economic growth through human capital investment. Finally, Korean peopleʼs thought and behavior to challenge the globalization should be changed.

지금 전 세계 경제는 점차 통합되어 가고 있으며, 이러한 새로운 변화는 21세기에 전개된 경제, 사회, 정 치 등 모든 분야에서 목격되고 있다. 또한 이러한 변화는 그 속도에 있어서도 더욱 빨라지고 있다. 이러한 상황 속에서 본고는 먼저 글로벌화(globalization)가 어떠한 과정으로 전개되고 있는지를 제시하고, 둘째 한 국이 글로벌화로 인해 발생하는 이익을 유지한 상태에서 글로벌화로부터 발생하는 비용인 ʻ소득불평등 문 제ʼ를 해결할 수 있는 정책방향을 제시하고자 한다. 마지막으로 한국이 선진국가로 나아가기 위해서는 어떠 한 의식행위의 변화가 필요한 지에 대해서도 지적하고자 한다. 현재 한국이 보이고 있는 개방도 및 기술체제, 그리고 앞날을 모두 고려할 때 선택해야 할 전략은“인적 자본 투자를 통한 고성장 지지 전략ˮ이다. 인적자본 전략은 생산기술의 변화가 숙련노동자들에 대한 수요 를 높여 준다는 사실에 기초하여, 비숙련노동자의 지식과 숙련 정도를 높여 생산성을 올려주는 데 목적을 둔 전략이다. 따라서 이 정책은 성장을 높이는 동시에 소득의 불평등 정도를 완화할 수 있어 한국의 현 경 제 단계에 부합한다고 할 수 있다. 이러한 목적달성을 위해 제II장에서는 글로벌화가 숙련노동자와 비숙련노동자의 상대소득에 미치는 효과 를 서술하고, 제III장에서는 글로벌화 과정 속에서 한국이 경제성장은 유지하면서 금융위기의 효과를 최소화 하고 이와 동시에 소득불평등 현상이 심화되는 것을 막을 수 있는“인적자본 투자를 통한 고성장 지지 전 략ˮ에 대해 논의한다. 제IV장에서는 한국이 선진국가로 나아가기 위해서는 어떠한 의식행위의 변화가 필요 한 지 지적한 후, 제V장에서 결론을 맺는다.
