Properly using of exact terminologies, correctly conceptualizing of key words, and meticulously communicating of national agenda among authorities, experts and general public are vital for the success of national policy. There have been misconceptions and errors with respect to three subjects and issues: how to describe and interpret development of Korea, slogans of each past Administration, and ideological controversies. Most Korean intellectuals agree in that Korea underwent successfully three stages of successive developments: first two, industrialization and democratization, in the past and ʻSunjinwhaʼ undergoing currently and in the future. Slogans and mottos espoused by each Administration led by different Presidents were improper and vague in expressions and contents. Political conflicts between the left(liberals) and the right (conservatives) have led to ideological disputes and controversies, which give rise to more hostility and disaccord in Korean politics. In Korea the myth holds that liberalism(the left) stands for justice and virtue of all while libertarianism(the right) represents something wrong and bad. The paper shows what is wrong with recent discussions of each of three subjects and what is right way of doing the business. In particular, the paper deals with what is wrong with the myth regarding ideologies in Korea.

본고는 정책 논의의 바탕이 되는 중요한 개념 및 이념들을 두고 잘못된 것, 정확하지 못한 것, 개념 은 명확하나 용어상 표현이 잘못된 것, 그리고 개념 및 이념과 정책의 연계가 부적절하거나 미흡한 것 등을 지적하여 바로 잡고 국가 정책의 논의를 제대로 하게 하는 것을 목적으로 한다. 크게 세 주제 를 다루는바 역사 발전에 대한 인식, 역대 정권의 구호 그리고 이념 논쟁과 정책 혼란 등이다. 최근 많은 식자들과 정치지도자들이“우리는 먼저 ʻ산업화ʼ에 성공했고 이어 ʻ민주화ʼ에 성공했기에 이제 ʻ선진화ʼ를 지향하면 된다.ˮ고 주장한다. 그러나 우리의 역사 발전을 이렇게 인식하는 것은 문제 가 있으며 이를 바탕으로 국가정책을 논의·전개하게 되면 자칫 정책을 그르칠 염려가 매우 크다. 역 대 정권이 내세운 구호도 글귀 자체는 물론 그 내용에서 크게 문제가 있다. 우파(보수) 진영과 좌파(진보) 진영 간의 이념적 갈등은 어느 시대 어느 나라에서도 있어 왔다. 최근 우리나라에서의 좌파와 우파, 진보와 보수 사이의 이념 대립과 논쟁은 혼란스러우며 본질에서 벗어나 고 있다. 본고는 정책 대립의 근원이 이념 대립이라는 전제하에 우리나라에서의 이념 대립의 역사와 전개, 이념에 대한 인식, 제3의 길의 존재 여부, 명칭과 용어 문제, 한국 정당의 정체성과 이념, 자본 주의 시장경제와 이념 논쟁 등의 문제를 체계적으로 정리 논술한다.
