There are two different approaches to the problems of bureaucracy. The approach of Niskanen variant sees that bureaucracy has allocative and productive inefficiency problems, the causes of which lie in the monopolistic provision of bureaucratic services and the exclusive use of the majority rule in the legislature. On the other hand, the approach of Misesian variant sees that the culprit is not bureaucracy itself but the government intervention of business. Thus the two approaches are different in their prescriptions. The former advises us that bureaucratic services should be provided competitively and the reinforced majorities such as 2/3 rule should be used widely in the legislature; the latter urges us that socialistic policies should be prevented, for which voluntary economic education for the plain citizen is needed. This paper stresses that the two approaches are not exclusive but complementary and thus the solution of the bureaucratic problems should be toward the introduction of competition into the provision of bureaucratic services and the wide use of reinforced majorities in the legislature, along with the popular education in economics in order to make the plain citizens understand the evils of socialism and the excellency of market economy fully well.

관료제 문제에 대해서는 두 가지 상이한 접근이 있다. 니스캐넌(Niskanen)류에서는 관료제가 배분적 및 생산적 비효율의 문제를 지니는데 그 원인은 관료제가 서비스를 독점적으로 제공하고 의회에서 과반수 규칙을 사용하기 때문이라고 본다. 반면에 미제스(Mises)류에서는 관료제는 잘못이 없고 근본적으로 정부가 민간 사업에 간섭하기 때문에 관료제 문제가 발생한다고 본다. 따라서 두 접근은 처방에서도 다르다. 전자가 관료제 서비스를 경쟁적으로 제공하고 의회에서 2/3결과 같은 보강된 다수결을 널리 사용할 것을 권하는 데 대하여, 후자는 사회주의적 정책을 막아야 하며 이를 위해서는 민간에 의한 국민 경제 교육이 중요하다고 주장한다. 본 논문은 두 접근이 서로 배타적이 아니라 보완적이며 따라서 관료제 문제의 해결을 위해서는 사회주의의 해악과 시장 경제의 우월성을 잘 이해하도록 국민 경제 교육에 노력하면서 관료제 서비스 제공에 경쟁을 도입하고 의회에서 보강된 다수결을 사용하는 방향으로 나아가야 함을 역설한다.
