Among the fundamental causes of long-run economic performance, differences in ‘institutions’ have received considerable attention in recent years. At the same time, a large body of theoretical and empirical work shows that financial development can have a big effect on economic performance. This raises the more fundamental question as to why some countries have developed financial markets while others do not. This paper investigates deep roots of UK's and US's financial success from their histories. The most important events in their financial histories are the Napoleon War and the consequent economic and financial revolutions. These exogenous events had changed their previous institutions, so called big-bang. However imported ‘good’ institutions do not guarantee successful performance. We have seen many failed cases from history. Bad political regime and norm usually block the all the effort to do big-bang: Political institutions and financial development(banking systems) jointly evolved over time. The fundamental reason of failure lies at the mismatch of imported institutions and own institutions. Therefore the core of the success story in financial history depends on the complementarity and consistency of institutions.

본 논문은 제도가 금융발전에 미친 영향을 영국과 미국을 중심으로 살펴보고 그로부터 얻어 낼 수 있는 교훈을 검토한다. 먼저 금융의 역할을 중심으로 법과 제도가 어떤 경로를 통해 금융 발전에 영향을 미치는지 알아본 다음, 금융선진국에 이르기까지 영국과 미국에서는 어떤 역사적 계기가 마련되었고 그 계기를 어떻게 활용하였는지를 천착하였다. 전쟁과 같은 외생적 충격, 그리고 그 과정에서 변한 정치적 역학관계가 구체적으로 어떤 모습으로 금융제도와 금융개혁으로 이어졌는지에 초점을 맞추었다. 성공한 경제의 제도가 우리 경제에 뿌리 내리기 위한 조건을 탐구하기 위해 제도적 적합성과 제도적 보완성이라는 개념 도구를 원용하였다. 그리고 실천적 과제를 성공적으로 수행하기 위해 필요한 현실제약으로 정치적 균형을 검토하였다.
