South Koreans' persistent blaming internal factors for the financial crisis in 1997 and committing to U.S. dollar hegemony points the likely presence of intellectual persuasion and shaped preference. This paper thus began with proposing hegemon's intellectual leadership helped by American intellectuals and news media. Then, this paper applied the model to Asia crisis by comparing a various level of frames which provides coherent logical explanation about “how to define the crisis, what are the primary causes and remedies and what should be learned from it.” For this, such data in U.S. and South Korea as officials' testimonies, policy reports, intellectuals' research papers and news article have been analyzed. Research results indicated that not only was the ‘technical frame’ which focuses on Asia's endogenous factors prevalent among U.S. power elites but Koreans also bought into the frame while disregarding ‘political and anti-hegemonic frame’ which blames hedge funds and dollar based international financial system. Taking those findings into account, the author purports the idea of building up think tanks and graduate level of journalism schools in order to pursue national interests in Korea's own terms.

본 연구는 2006년 현재 우리사회에서 통용되는 외환위기 관련 대중지식과 이에 바탕을 둔 제반 정책들이 패권국의 국가이익을 대변하고 궁극적으로 달러헤게모니 유지에 기여하게 되는 구조를 ‘지적지도력’ (intellectual leadership) 모델을 통해 설명했다. 이를 위해 먼저 국제통화체제를 이해하는 데 필요한 ‘지적리더십’의 이론적 가정과 함의를 제시하는 한편, 아시아 위기를 구체적인 사례로 선정, 이 모델이 실제 적용될 수 있는가를 살펴보았다. 본 연구는 이에 미국정부 (관료)에 의해 발표된 정책보고서, 싱크탱크를 포함한 지식엘리트의 관련 논문과 미국 엘리트 신문사의 관련 뉴스를 분석하는 동시에 당시 재무부와 금감원 등에 근무했던 한국 내 경제 관료들의 회고록과 인 터뷰 기사, 국내 전문가들의 연구 논문 및 국내 뉴스를 분석했다. 분석결과를 토대로 저자는 현재의 달러패권은 한국을 포함한 약소국의 자발적이고 능동적 참여에 의해 관철되고 있으며, 이는 약소국 의 유기적 지식인을 포함한 파워엘리트가 패권국에 도덕적(morally)으로가 아닌 ‘지적 (intellectually) 으로’ 압도당한 때문으로 판단한다. 저자는 이에 지적리더십의 부당한 행사에 대응하기 위한 한 국의 전략으로 국제정치경제를 비판적으로 분석하고 구체적인 청사진을 마련할 수 있는 두뇌집단 (think tank)과 이를 토대로 국민의 ‘의식적’이고 ‘능동적인’ 참여를 유도할 수 있는 전문기자집단 (professional communicator)의 필요성을 주장한다.
