- This paper aims at examining the language policies in the Philippines, which is considered one of the representative nations using English as a second language, and exploring how these policies can shed light upon expanding the use of English in Jeju, which was declared to be a free international city in 2002. The core of the language policies in the Philippines is the bilingualism in which both English and Filipino are legally designated as official languages. In this paper, it is shown that some practical ideas on the expansion of the use of English in Jeju can be elicited from the policy on Filipino as well as from the policy on English in the Philippines.
