In this paper, I deal with the problems of overly state-initiated educational administration in Korea and search for a new paradigm to replace the state controlled one. In this paper, I first explore the history of state control of schools and educational activities in Korea from the Three Kingdom States to the modern era. Second, I critically investigate the authority and power of the central and local governments in Korea orienting and regulating the educational activities of individual schools in three areas — instruction and learning, personnel administration of teachers, and regulations about school management. Last, I propose a new paradigm which will replace the state-initiated system of educational administration in Korea; the paradigm that comprises three elements — the autonomy of individual schools, the choice of schools and curriculum, and deregulation of school management.

연구자는 본문을 통해 다음과 같은 작업을 한다. 우선 삼국시대부터 현재까지의 국가주도형 교육행정의 역사적 배경에 대한 고찰로서, 이를 통해 학교교육의 국가독점이라는 우리나라 특유의 체제의 역사적 근원을 규명해 보고자 한다. 다음으로 현재 우리나라의 교육법 체계상 국가와 지방정부에 부여된 권한 및 사무사항을 개괄적이고 비판적으로 분석함으로써 학교교육을 통제하는 공권력의 방만함과 그로 인한 문제점들을 예시하고자 한다. 그리고 학교의 진정한 자율을 토대로 하는 우리 교육의 발전을 위해 방만한 국가권한을 축소하고 제한할 수 있는 방향을 모색 한다. 연구자는 새로운 대안으로 단위학교의 자율성, 학교 및 교육내용에 대한 선택권, 그리고 학교설치 및 경영에 대한 규제 완화 등을 제안한다.
