Korea National Police(KNP) supporting U.S armed Forces in Korea(USFK) was created by USFK 558 Provost Marshal under Peace Regulation 105 of a
Presidential decree and a request of the UN force headquarters on Aug. 5th, 1950. After the end of Korean War, the President Lee Seung Man was worried about national security without US troops, he demanded for helping security, preventing another war and aiding finances for the postwar restoration in korean peninsula through deployment of US troops. The negotiation was begun for the Mutual Defense Agreement, the R.O.K-U.S.A Mutual Defense Agreement was signed on Oct. 1st, 1953, took effect on Nov. 1954.
With the agreement, USFK have officially been deployed in the Korean peninsula, at the same time KNP have been dispatched and worked together in USFK. Now this study sheds new light on the task and the role of KNP and the necessity of detachment and the history of detachment through objective study. This dissertation examines USFK and the history of KNP on the basis of old documents related the police, excluding ideological prejudices with neutral ground. The purpose of this study is not to insist on a point of view in a slanted stand and to exam" various standpoints based on the facts. As above, main theme of this study is a consideration of the task and the role in the history of KNP detachment. I consulted records in the National Police Agency, searched various old documents and analyzed several reference books, theses, internet materials. I have considered and tried to understand and interpret the old documents with the point of view of a policeman working at the office in the Eighth United States Army over 5 years.
Also I did my best not to take it subjectively and emotionally attitude and approach the subject very objectively and neutrally dealing with various stances on USFK. In the main subject, firstly, it shows the fundamental information about the station of USFK, it looks over historical background of it, describes the primary task and role of KNP detachment, and inquires recent status change in USFK.
Secondly, it shows the official stances between Korea and U.S government
about U S Army depolyed in Korea Finally, it contemplates the summary of SOFA related to the station of USFK and examines the range of police performance such as technicality of police performance, examples of performance and I will present my opinion of revision of SOFA and how to be managed USFK.

주한미군 주둔과 한국경찰파견사는 그 시대를 함께 하고 있다. 사실 미군기지가 들어서 있는 지역의 주민들이나 미군기지에서 일하는 한국인 노동자 등 몇몇 부류를 빼면 대다수 한국인들에게 주한미군은 일상 삶에서 존재하는 실체다. 사실 세월이 상당히 많이 흘렀음에도 불구하고 주한 미군 문제 논의의 수준과 방향은 크게 나아지고 있지 않다. 반미론은 주한미군의 부정적인 측면만을 또 친미론은 주한미군의 긍정적인 측면만을 강조한 채 평행선만을 그어 오고 있다.
주한미군에 대한 논쟁속에 현상 유지론만 되풀이되어 왔다. 이에는 주한미군부대내 민원 소통창구인 한국경찰의 파견 여부 등 근본 문제에 대한 공론화 자체를 당국이 차단해 온 것도 사실이다. 그렇다면 주한미군내 한국경찰의 파견을 어떤 관점에서 새롭게 성찰해야 할 것인지에 대해 의문이 제기될 때가 되었다.
항간에 일간 신문지상에 한국경찰이 주한미군의 심부름꾼 역할을 하는 창구라고 하는 일방적이고 근거 없는 보도를 한 사실도 있고, 정기국회에서 까지 미군 부대내 한국경찰 존치 당위성 여부를 논했던 적이 있다. 한국경찰은 자국 땅에 주둔하는 미군부대내 자국민 인권과 미군범죄 발본색원, 외사공조 우위 확보를 위해 노력하고 있으며 각종 반미단체 불법 기습시위 등에 대비 하고 있다. 본 논문은 용산기지에 미군이 주둔한 이후 파견된 경찰의 역할과 현주소를 전달하고 이 분야의 후속 연구과제를 위한 기초자료를 제공하고자 작성되었다.
