Basing on the premise that populism is largely a matter of communication, this article maintains that populism is at the core of political communication in Korean society to the extent of being able to calling its aspect as ‘populistic communication.’ The populistic communication means that political communication is either depending upon populism or ruled by populism, and its main propelling force is ‘hatred against the established political elites.’ The structure of populistic communication has five phases or aspects: ① the extreme distrust against elites, ② the routinization of reshuffling political elites, ③ the egalitarianism of rent-seeking, ④ the institutionalization of ‘enemy-making’, ⑤ the disappearance of buffer(neutral) zone. Under such structure of populism, election degenerates into a cyclic event of ‘antipathy and punishment’ against the ruling party forces in terms of personalization, which eventually creates a vicious circle of ‘aspiration and disillusion.’

포퓰리즘이 주로 소통의 문제라고 하는 점에 착안한 본 논문은 포퓰리즘이 오늘날 한국 사회에서 이루어지고 있는 정치적 소통의 핵심을 구성하고 있으며, 그 양상은 ‘포퓰리즘 소통’이라 부를 만하다는 논지를 전개한다. ‘포퓰리즘 소통’은 정치적 소통 행위가 포퓰리즘 위주로 이루어지거나 그 지배를 받는 것을 뜻하며, 그 주요 동력은 ‘기성 정치 엘리트 혐오’다. 포퓰리즘 소통의 구조는 크게 보아 ① 엘리트에 대한 극단적 불신, ② ‘물갈이(인물교체)’의 상례화, ③ 지대(地代) 평등주의, ④ ‘적(敵) 만들기’의 제도화, ⑤ 완충(중립) 지대의 소멸 등과 같은 다섯 개의 단계 또는 측면들을 갖고 있다. 이런 포퓰리즘 체제하에서 선거는 집권 세력에 대한 인물중심주의적 ‘반감과 응징’이라는 순환적 이벤트의 성격을 갖게 되
며, 그 결과 ‘열망과 환멸’이라는 악순환을 반복하게 된다.
